TENICA is seeking an Artificial Intelligence (AI) Engineer/Policy SME to support a fast-paced, dynamic environment focused on AI governance and policy development across the Intelligence Community (IC). This role will work closely with the ODNI Chief Data Officer (CDO) and Chief AI Officer (CAIO) to develop and refine AI governance policy based on real-world operational considerations.

The selected candidate will serve as a senior subject matter expert (SME), providing strategic guidance on current and emerging AI technologies while also contributing hands-on technical expertise with AI models for prototyping, training, inference, and deployment. This role bridges AI engineering and policy, translating complex technical concepts into actionable governance frameworks and supporting stakeholder decision-making.

Key Responsibilities

* Work closely with ODNI CDO and CAIO stakeholders to develop, implement, and refine AI governance policies aligned with mission and compliance requirements.

* Serve as an expert in AI architecture, development, and emerging AI technologies, advising on policy and governance implications.

* Translate highly technical AI concepts, trend analyses, and risk assessments into clear policy, governance, and decision-support documentation.

* Collaborate with multiple Intelligence Community partners, including non-DoD IC elements, to support AI policy coordination and information sharing.

* Provide subject matter expertise on current and emerging AI use cases, including governance implications of advanced AI capabilities.

* Recommend forward-leaning improvements to AI governance processes to help achieve the customer's long-term vision.

* Stay current with advancements in AI technologies, industry standards, and governance best practices.

* Support hands-on AI activities as needed, including model prototyping, training, inference, and deployment, to inform policy decisions.

Required Qualifications

* Active TS/SCI with CI Polygraph

* Education and Experience Requirements:

* Associate Degree + 10 years experience

* Bachelor's Degree + 8 years experience

* Master's Degree + 6 years experience

* PhD + 4 years experience

* Demonstrated experience establishing AI policy and governance documents for existing and emerging AI technologies.

* At least 5 years of experience collaborating with Intelligence Community partners, including non-DoD IC elements, on information sharing and governance initiatives.

* Experience with AI applications such as NLP, Large Language Models (LLMs), Generative AI, RAG, and Agentic AI use cases.

* Experience in at least two of the following areas:

* AI development

* AI architecture

* AI policy

* AI engineering

* AI ethics and laws

* Emerging technologies

* Proven ability to collaborate with data scientists and other AI-related technical stakeholders.

* Strong ability to communicate complex technical concepts to senior leadership, policymakers, and non-technical audiences.

Desired Skills

* Experience with Python, R, SQL, Jupyter, MLOps, and AI/ML services such as AWS Sage Maker, Amazon Q, Azure ML Studio, Copilot Studio, Google Big Query, or Oracle ML.

* Experience designing, developing, and implementing AI models.

* Experience optimizing and deploying AI solutions in operational or enterprise environments.

* Demonstrated ability to maintain AI governance standards, ensuring responsible use, compliance, and risk management.
