IT Project Manager
Program Manager
Keen Logic is seeking an experienced Program Manager to support a federal program with the U.S. Consumer Product Safety Commission (CPSC). The Program Manager will provide overall leadership, management, and oversight for the CSPCe Filing Tier 1 and Tier 2 Technical Support program, ensuring successful delivery of all contractual requirements, performance metrics, and stakeholder engagement activities.
You will oversee delivery for a high-visibility federal initiative ase Filingbecomes mandatory, ensuring successful execution across multiple work streams and stakeholders. In this role, you will manage program timelines, risks, and dependencies while coordinating cross-functional teams to maintain alignment and drive outcomes. You will engage with leadership and external partners to ensure program objectives are met, while using data and performance insights to guide decision-making and continuous improvement.
This position combines strategic oversight, stakeholder management, and operational execution in a fast-paced, high-impact environment.
Candidates must be able to support onsite work at CPSC Headquarters in Bethesda, MD, as needed. This position supports a long-term federal contract with a base year and four option years, offering up to five years of continued work. This is a full-time position with core hours aligned to standard business hours. The anticipated start date for this role is September 30, 2026.

- Must be able to pass a federal background investigation (PIV)
- Must comply with all CPSC security and privacy requirements
- Minimum
12+ years of IT project/program management experience - PMP Certification
- Experience managing federal contracts or government IT programs
- Experience with service desk/help desk operations
- Strong knowledge of:
- SaaS/web-based systems
- SDLC methodologies
- Performance-based contracts
- Excellent communication and stakeholder management skills
- Demonstrated experience leadinglargeinitiatives
- Proven ability to manage schedules, risks, and deliverables across multiple work streams
- Experience establishing and maintaining program governance and performance tracking
- Ability to coordinate cross-functional teams and drive alignment toward program objectives
- Experience using program management tools
- Strong organizational, analytical, and problem-solving skills
- Experience supporting federal regulatory or compliance systems
- Experience with CBP, ACE, or trade/import systems
- Familiarity with Jira, Service Now, or similar tools
