IT Consultant, Cloud Computing, Systems Analyst, Systems Engineer
Blue Sky is seeking an Enterprise Architect to support a strategic NIH technology management and advisory contract focused on improving IT governance, enterprise planning, modernization, project and portfolio performance, scientific solution delivery, and executive decision support. The role supports NIH enterprise architecture, IT governance, modernization, strategic planning, technology roadmaps, architecture standards, portfolio visibility, and operational improvement, including the development, maintenance, governance, and communication of enterprise architecture across IT and data science disciplines.
Key Responsibilities- Maintain and evolve enterprise architecture frameworks aligned with FEAF, TOGAF, or other Government-approved frameworks.
- Develop EA policies, standards, guidelines, governance processes, and decision criteria.
- Support architecture review boards, compliance assessments, waiver processes, and architecture decision tracking.
- Develop business, data, application, technology, cloud, security, and integration architecture artifacts.
- Conduct current-state assessments, target-state architecture, gap analysis, maturity assessments, technical debt analysis, and transition planning.
- Develop technology roadmaps, reference architectures, patterns, playbooks, and executive visualizations.
- Collaborate with project managers, solution architects, portfolio managers, business analysts, and Government stakeholders.
- Bachelor's degree in IT, computer science, engineering, enterprise architecture, or related field.
- 8+ years of IT architecture experience.
- Experience developing enterprise architecture artifacts across multiple domains.
- Experience with architecture governance, standards, roadmaps, current/target state analysis, or modernization planning.
- Strong written, visual, and verbal communication skills.
- Ability to obtain and maintain Public Trust.
- Federal enterprise architecture experience.
- Experience with FEAF, TOGAF, DODAF, Archi Mate, BPMN, UML, cloud architecture, Zero Trust, API strategy, data architecture, or application rationalization.
- TOGAF, AWS, Azure, Google Cloud, CISSP, ITIL, SAFe Architect, or related certifications.
- NIH, HHS, or federal health agency experience.
- Experience supporting ARBs, EA repositories, standards libraries, technology roadmaps, and architecture communities of practice.
