Program Manager

This position is contingent upon award of a government contract.

Position Summary

The Program Manager will provide overall leadership, management, planning, reporting, risk management, and contract oversight for a large-scale NIH application and website support program supporting more than 50 enterprise applications and websites hosted in Azure cloud environments. The Program Manager serves as the primary interface with NICHD leadership, the Contracting Officer's Representative (COR), and stakeholders across NIH.

Responsibilities
  • Lead contract execution and delivery across application development, web development, database administration, infrastructure, and Section 508 services.
  • Manage project schedules, budgets, risks, staffing, quality assurance, and performance metrics.
  • Develop Program Management Plans, Transition Plans, Monthly Status Reports, and Executive Briefings.
  • Support IT governance activities and project prioritization.
  • Manage subcontractors and technical teams.
  • Ensure compliance with NIH, HHS, FISMA, Section 508, and Federal contracting requirements.
Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Business, or related field.
  • Active PMI PMP certification.
  • 10+ years of management experience.
  • 4+ years managing Federal IT programs of similar size and complexity.
  • Experience managing application modernization, cloud services, and enterprise technology portfolios.
  • Experience managing cost, schedule, and risk in Federal IT environments.
  • Strong understanding of Federal acquisition, contract administration, and billing processes.
Preferred Qualifications
  • NIH or HHS experience.
  • Experience supporting CIO organizations or PMOs.
  • Experience supporting AI/ML modernization initiatives.
