The Program Manager provides overall leadership, management, and accountability for delivery of enterprise information security program support services in a complex federal environment. This role serves as the primary interface with government stakeholders and directs performance across cybersecurity operations, incident response, vulnerability management, risk management framework support, continuous monitoring, staffing, reporting, and contract execution.
Key Responsibilities- Lead all program activities and ensure successful execution of technical, management, staffing, and reporting requirements.
- Serve as the senior point of contact for customer leadership, contracting representatives, and internal executive management.
- Oversee program governance, integrated master scheduling, milestone tracking, performance metrics, and quality management.
- Manage cross-functional cybersecurity teams supporting security operations, incident response, continuous monitoring, engineering, compliance, and training.
- Direct risk, issue, dependency, and escalation management across the task order lifecycle.
- Ensure timely submission of deliverables, status reports, executive briefings, and operational metrics.
- Oversee staffing plans, labor utilization, subcontractor coordination, and workforce continuity.
- Ensure compliance with applicable federal cybersecurity, privacy, records management, and controlled information handling requirements.
- Guide transition‑in and transition‑out activities, including knowledge transfer and operational readiness.
- Drive continuous improvement of processes, tools, communications, and service delivery outcomes.
- Bachelor’s degree in cybersecurity, information technology, computer science, engineering, business, or related field.
- Minimum 10 years of experience managing large‑scale federal IT or cybersecurity programs.
- Minimum 5 years of experience leading multidisciplinary teams in a regulated federal environment.
- Demonstrated experience with federal security frameworks, including RMF, FISMA, NIST‑based controls, incident management, and continuous monitoring.
- Experience managing cost, schedule, staffing, quality, and customer relationships in a firm‑fixed‑price or similar environment.
- Strong written and verbal communication skills with the ability to brief executives and technical stakeholders.
- PMP and/or PgMP
- CISSP, CISM, or equivalent cybersecurity leadership certification
- ITIL Foundation or similar service management certification
- Ability to obtain and maintain required federal suitability/public trust clearance.
- Ability to support remote operations with onsite presence as required.
- Availability to support core business hours and coordinate after‑hours response when necessary.
