HJF is seeking a Research Associate II to preform research and/or development in collaboration with other scientific and technical staff. May exercise technical discretion in the design, execution, and interpretation of experiments that contribute to project strategies.

This position will be in support of the Military Health Economics and Policy Research Lab (MILHEP), within the Department of Preventive Medicine & Biostatistics (PMB) of the Uniformed Services University of the Health Sciences (USU) School of Medicine. The MILHEP conducts and disseminates full-scope and rapid-response research to enhance understanding of policy levers and system factors influencing effectiveness, efficiency, and equity of the Military Health System for military populations, especially Uniformed Service Members, retirees, and their families.

The research team utilizes rigorous economic, econometric, and computational methods, grounded in solid theoretical frameworks, to analyze the impacts of crucial health policies and proposals on the health of the military service population, health care delivery and costs, and value within the health system.

The Research Associate II will assist with the following specific projects:

  • Impacts of TRICARE's Behavioral Health Benefit Expansions on Behavioral Health Care Utilization, Beneficiary Health, and Health Readiness of the Force.
  • A Data-Driven Approach to Optimizing MHS GENESIS Queue Management:
    Reducing Care Delays, Improving Patient and Provider Outcomes, and Enhancing System Efficiency.
  • Evaluation of TRICARE Reimbursement System Effectiveness: DMEPOS Fee Schedules, Addendum E, and TRICARE-Designated NTAPs.
  • A Longitudinal Cost-Effectiveness Analysis of the US Family Health Plan (USFHP) Compared to Traditional TRICARE Prime and Commercial Health Plans.

    HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

    Responsibilities
    • Conduct research in collaboration with other scientific and technical staff.
    • Perform secondary data analysis and basic interpretation, and verify and correct data entry.
    • Assist with primary data collection through surveys and interviews, if needed.
    • Perform complex statistical tests, determinations, and analyses involving multiple procedures and a variety of technical approaches under PI supervision.
    • Document current or new procedures or protocols for sample selection, data collection, data processing, and/or statistical estimation.
    • Formulate observational research hypotheses and design quasi-experimental protocols under PI supervision.
    • Facilitate the coordination of research implementation.
    • Coordinate and contribute to new grant and funding applications.
    • Assist with the preparation for funding documents, presentations at scientific meetings, and publication in peer‑reviewed journals.
    • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
    Education and Experience
    • Master's Degree required, preferably in Economics, Health Policy, Health Services Research, Public Policy, Public Health, or related field.
    • Minimum of 3-5 years' experience required.

    • Ability to meet deadlines.
    • Knowledge of applicable complex scientific procedures and techniques; ability to analyze and interpret data.
    • Experience with STATA required.
    • Working knowledge of SAS, or R software preferred.
