* Coordinate and consult with leadership on program administrative matters.
* Monitor and assist in the preparation of the annual budget.
* Identify problems with health care processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
* Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, making recommendations to leadership on findings that may affect productivity, access and quality of service.
* Accumulate, develop, maintain, interpret, and analyze a variety of statistical and demographic data including charts, graphs, and/or reports data (e.g., operative case log reports, ambulatory data system reports, customer survey studies, etc.).
* Develop, accumulate, and analyze a variety of statistical data reflecting effectiveness and efficiency, narrative explanations for variations indicated.
* Establish and maintain manpower database information for the Department including numbers of direct and indirect personnel, organizational locations, and availability for accomplishment of programmed workload. Requirements Conditions of employment

Specialized
Experience:
One year of specialized experience which includes working in a medical treatment facility with various databases; analyzing data; identifying problems with health care processes and implementing solutions to the identified problems; and preparing and monitoring annual budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
