Deputy Director

The Lister Hill National Center for Biomedical Communications (LHNCBC) was established by the United States Congress in 1968 to advance biomedicine through data science research and application product development. The organization includes the Office of the Director and two branches: the Scientific Computing Branch (SCB) and the Applied Clinical Informatics Branch (ACIB). With an operating budget of $14 million and a workforce of approximately 70 personnel, LHNCBC staff comprise federal employees, contractors, fellows, and volunteers from diverse scientific and technical backgrounds, including medicine, biomedical informatics, clinical informatics, imaging, computer science, data science, library and information sciences, linguistics, cognitive science, scientific computing, cloud computing, and engineering.

About the LHNCBC Deputy Director Position

The Deputy Director will serve as a senior technical leader within the Senior Biomedical Research and Biomedical Product Assessment Service (SBRBPAS). Candidates must possess extensive expertise in program administration, software development and deployment, and scientific computing in the fields of biomedical and clinical informatics. The role collaborates across NLM, NIH, and the broader research community, providing expert advice and consultation on clinical and biomedical informatics.

Responsibilities include overseeing the design and implementation of programs that support NLM and NIH intramural research—particularly methods for extracting insights from large health databases, evaluating computer algorithms for automated text analysis, and conducting data science research in biomedical image and signal processing, artificial intelligence, and machine learning to advance automated clinical decision‑making.

The Deputy Director shares responsibility with the Director for overall program development, evaluation, policy formulation, direction, and coordination of all LHNCBC activities. Key duties include:

• Providing strategic and operational guidance to branch chiefs and staff within the Office of the Director.
• Leading the reorganization and modernization of technology product development activities, particularly within the newly restructured Applied Clinical Informatics Branch (ACIB).
• Assessing and coordinating research technology and facilitating product transitions to real‑world production environments to improve health care through clinical informatics advances.
• Overseeing the Scientific Computing Branch (SCB) to design, develop, and maintain cost‑effective computational infrastructure that supports all LHNCBC research and the NLM Intramural Research Program.
• Developing assessment criteria for project reviews, identifying new programmatic opportunities, and providing oversight for LHNCBC’s expanding project portfolio.
• Ensuring adequate administrative and scientific computing support for scientists.
• Establishing organizational goals and assessing progress toward strategic objectives.
• Directing the financial budget of $14 million and managing approximately 70 staff.

A doctoral‑level degree in biomedicine, a related biological field, or a master’s level or higher degree in bioinformatics or an emerging or related scientific field is required.

Applicants must have at least one year of experience related to the position, including achievements in one or more of the following areas that demonstrate expertise:

• Significant experience with complex, precedent‑setting evaluation, scientific policy, or development issues, such as those associated with novel biomedical products or novel evaluation methods.
