Administrative Officer 4 – Pennsylvania Emergency Management Agency
Take on a leadership role as an Administrative Officer 4 with the Pennsylvania Emergency Management Agency. This position supports critical statewide 911 program operations that help keep communities safe. You will guide important planning, training, and quality efforts that strengthen emergency response across the Commonwealth.
Description of WorkThis position provides administrative guidance and oversight for statewide 911 program operations. It supports coordination with counties, partners, and stakeholders to ensure strong and consistent emergency service delivery. As a Administrative Officer 4, you will perform the following duties:
- Program Oversight:
Manage daily Public Safety Answer Point (PSAP) compliance activities and oversee statewide 911 Interconnectivity Grant Program functions - Standards Development:
Collaborate with stakeholders to maintain certification standards for planning, training, quality, operations, and technology - Grant Coordination:
Review grants, track quarterly progress, and support the Service Enhancement Road Map Development process - Compliance Review:
Inspect PSAP operations, evaluate certification reports, and ensure alignment with statewide requirements - County Support:
Provide guidance, training, and assistance to county partners through frequent in‑state travel - Stakeholder Engagement:
Work with the 911 Advisory Board, PSAPs, and vendors to support planning and system enhancements
- Free on‑site parking
- Full‑time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday–Friday, with a 30‑minute lunch
- In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12‑hour shifts, and work outside of the normal hours, including weekends and overnights
- Telework:
You may have the opportunity to work from home part‑time upon successful completion of a training period. Telework requires a securely configured high‑speed internet connection and an approved location inside Pennsylvania. If telework is not possible, you may report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time - Salary:
Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $77,379.00 (before taxes)
- One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four‑year college or university; or
- Any equivalent combination of experience and training
- You must meet the PA residency requirement
- You must be able to perform essential job functions
