THE POSITION

As an Administrative Officer 4 with the Pennsylvania Commission on Crime and Delinquency (PCCD), you become part of an agency dedicated to improving justice systems, serving crime victims, and creating safer communities. DESCRIPTION OF WORK

This position manages auditing, monitoring, and financial training functions that support effective grant oversight across the agency. As an Administrative Officer 4, you will perform the following duties:

  • Risk Management:

    Maintain and update the grantee risk classification system to ensure accurate evaluation of agency risk.
  • Monitoring Oversight:
    Direct financial monitoring activities, and provide guidance on policies, procedures, and remedies for findings.
  • Internal Controls:
    Develop and oversee controls that address fraud, waste, and abuse in grant‑funded activities.
  • Audit Coordination:
    Work with external auditors to support testing of grant expenditures, and review submitted audit reports.
  • Training Development:
    Create financial training for staff and subrecipients for virtual and in‑person learning needs.
  • Policy Maintenance:
    Develop and maintain financial policies, documentation, and manuals to support statewide grant compliance.

Work Schedule and Additional Information
  • Full‑time employment, 37.5 hours per week.
  • Work hours are 8:00 AM to 4:00 PM, Monday‑Friday, with a 30‑minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part‑time. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

QUALIFICATIONS REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
  • One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four‑year college or university; or
  • Any equivalent combination of experience and training.
