The Infrastructure Manager will supervise the Infrastructure team operations including endpoint, network, server, and telecommunications. Duties and responsibilities include but are not limited to managing the Infrastructure teams, consulting the Director of IT on infrastructure operations, reporting on requested metrics, assisting in the development and implementation of policy and procedures governing infrastructure operations, managing service level agreements, ensuring customer satisfaction, facilitating infrastructure configuration/change/patch management, and function as the IT Asset Manager.

  • Direct and optimize daily operations for the Infrastructure team to ensure reliable and secure IT services.
  • Monitor, analyze, and report on Infrastructure performance metrics to drive continuous improvement.
  • Contribute to the development, refinement, and implementation of IT policies and procedures across the organization.
  • Enforce compliance with established policies and execute standardized procedures for Infrastructure operations.
  • Create, improve, and maintain comprehensive documentation for Infrastructure workflows, standards, and processes.
  • Oversee and maintain the IT asset management system to ensure accuracy, lifecycle visibility, and fiscal responsibility.
  • Produce clear, actionable reports on infrastructure activities, performance, and asset status.
  • Serve as the primary liaison between the IT department and external vendors supporting infrastructure services.
  • Lead planning and execution of infrastructure deployments, upgrades, relocations, and modernization projects.
  • Implement and oversee configuration, change, and patch management processes to maintain secure and consistent operations.
  • Define and enforce technical standards for all infrastructure systems across York County Government.
  • Support the management and tracking of licenses, warranties, and contracts related to infrastructure technologies.
  • Participate in and support business continuity and disaster recovery exercises for infrastructure systems.
  • Maintain team staffing levels through effective recruitment, interviewing, and selection of qualified candidates.
  • Develop team members through coaching, counseling, and targeted training to strengthen skills and performance.
  • Conduct regular one‑on‑one meetings with direct reports to review progress, celebrate achievements, and address challenges.
  • Complete thorough semi‑annual performance evaluations for all direct reports.
  • Conduct new hire onboarding to ensure smooth integration into Infrastructure and Endpoint operations.
  • Prepare and deliver clear, relevant project materials and presentations for stakeholders.
  • Maintain strong working knowledge of IT operations, emerging trends, and organizational needs.
  • Develop and maintain a customer service centric approach to infrastructure and operations.
  • Contribute to organizational initiatives and lead special projects as assigned.
  • Perform additional duties as needed to support departmental and organizational objectives.
  • At least 2 years with the York County IT Department or 2 years of IT leadership experience.
  • Proficiency in current endpoint, network, server, and telecommunications infrastructure support best practices.
  • Proficiency in Information Technology Infrastructure Library (ITIL) standards.
