Executive Account Manager – Senior Manager, Business Systems
Public Consulting Group LLC (PCG) is a leading public sector solutions implementation and operations improvement firm. We are seeking a motivated, experienced business and account manager in the human services field, with a specialty in human services technology, to support major technology transformations for state and municipal agencies, particularly in public benefits management and foster care services.
Responsibilities- Act as an Executive Account Manager for a large-scale human services technology business planning and support project for the Commonwealth of Pennsylvania.
- Oversee a team of human services technology experts and consultants operating nationally.
- Establish good working relationships with local, state, federal and private service agencies.
- Act as project manager or client engagement manager as needed.
- Direct and manage contract capture and implementation efforts from beginning to end.
- Identify and resolve issues and conflicts within the project team.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
- Build, develop, and grow any business relationships vital to the success of the project and the company.
- Elevate PCG’s reputation in the marketplace as an innovative leader and trusted partner.
- Grow a book of business that includes multiple projects with multiple jurisdictions.
- Manage risk associated with the delivery of services.
- Provide subject matter expertise on a range of topics relevant to applicant’s background.
- Lead research, speaking engagements and service offering development.
- Support and lead market strategy development and sales efforts.
- Analyze markets and spot opportunities.
- Use existing client networks to provide a perspective on future business.
- Supervise and mentor a team of human services IT consultants.
- Perform other tasks as determined by PCG management.
- Proper etiquette including customer relation techniques.
- Strong verbal and written communication skills.
- Ability to prioritize work and meet deadlines.
- Ability to recognize and maintain the confidentiality of all materials in the work setting.
- Ability to establish working relationships with federal, state, county agencies and the general public.
- 7+ years’ experience working within the human services technology field, with at least 5+ years in a leadership/supervisory role.
- Integrated eligibility and/or child welfare technology experience strongly preferred.
- Relevant certifications preferred (PMP, Prosci, Six Sigma, etc.).
- Knowledge and experience in sale and implementation of human services technology solutions, particularly integrated eligibility and child welfare (CCWIS) technologies, including feasibility studies, business requirements gathering, solution design, testing, training and implementation support.
- Understanding of health and human services state agency operations.
- Experience planning and managing large-scale health and human services technology implementations.
- Understanding of multi-vendor technology implementation projects, including roles for DDI, QA, OCM, BPR, PMO and IV&V vendors.
- Understanding of IT project management and business analysis standards (PMBoK, BABoK, IEEE) and common SDLC methodologies.
- Understanding of federal technology procurement standards and funding requirements and options, including APD rules and processes and OMB cost allocation principles.
- Understanding of the national landscape of public sector human service technologies.
- Experience facilitating executive-level meetings related to complex decision making, such as implications of federal policy changes on state agency technology systems.
Compensation for this role ranges from $120,000 to $175,000, depending on office location, role, skill set and level of experience. PCG provides a range of benefits, including…
