Job Description Summary

The Parking and Transit Operations Manager is an integral position within Penn Transportation, Parking, & Commuter Services.

Reporting to Assistant Director of Parking Operations, this position is responsible for managerial oversight of Parking Supervisors, operations scheduling, quality assurance, policyenforcement, and incidence response. The Transit and Parking Operations Manager is cross‑trained and responsible for managerialoversight at Penn Transit, as needed, including dispatchmanagement, incident response, and route supervision.

The Parking and Transit Operations Manager recommends crossdepartmental equipment improvements, policy changes, equipment upgrades, and replacements, participates in annual goals,technology assessments, and associated project management.

This position provides direct supervision to on-shift Supervisors and indirect supervision to staff represented by two independentcollective bargaining agreements. Supervision of student and temporary employees is possible as conditions warrant.

Job Description

Job Responsibilities:
  • Manage all aspects of daily field operations for parking and transit services while on-shift.
  • Provide escalated customer response as‑needed.
  • Directly manage Parking Operations Supervisors while indirectlymanaging on‑shift front‑line union employees.
  • Supervision of student and temporary employees is possible as conditions warrant.
  • Serve as lead Operations Manager for Transit Services, asneeded.
  • Maintain revenue control through careful monitoring of facilityentrance and exit, including but not limited to closing garagesas‑needed to maintain acceptable space reservation forpermit‑holders and driving transient business into low‑occupancylocations.
  • Oversee multi‑week scheduling for Parking Attendants and Hard Surface Custodians ensuring adequate coverage.
  • Collaborate with colleagues for staffing needs to provide operational support for all locations, which may vary fromweek‑to‑week.
  • Coordinate overtime coverage, monitor staff call‑outs and changes, while following CBA requirements.
  • Serve as back‑up time‑keeper for Parking Services and reconciletimesheets, investigate discrepancies, and provide progressivediscipline to employees where associated time reporting appears tocontradict University policy and/or collective bargaining agreements.
  • Represent Transportation and Parking at major event planning meetings (including but not limited to Penn Relays, Commencement,student move‑in, and student‑move‑out).
  • Execute planning and staffing for special events.
