What We DoThe Community Development Department oversees the planning, development, and preservation of the city. It includes six divisions—Administration, Code Enforcement, Special Events and Filming, Building and Safety, Planning, and Rent Stabilization and Housing—and supports three commissions:
Architectural and Design Review, Cultural Heritage, and Planning. The department reviews and processes private development projects to ensure compliance with the General Plan, Zoning Ordinance, and Building Code, while preserving community quality of life through code enforcement, historic preservation, and the Rent Stabilization Ordinance.
We are seeking an experienced Principal Plan Review Engineer who can navigate a fast-paced, dynamic environment. The ideal candidate will have a strong technical background in building code compliance, the ability to oversee and coordinate complex plan review processes for both public and private developments, and experience managing large‑scale construction projects. The role includes leading a team of professional and technical staff, reviewing plans, and ensuring that construction documents meet all applicable local, state, and federal requirements.
Key Responsibilities- Plan, direct, and oversee the work of staff involved in plan review activities; prioritize assignments, review work, and assist with complex projects.
- Review plans, specifications, and construction documents for complex projects to ensure compliance with applicable codes and regulations; prescreen submissions for completeness.
- Participate in the development and implementation of division goals, schedules, and procedures; establish policies and standards for plan review activities.
- Evaluate operations, recommend improvements, and prepare reports on activities.
- Assist in budget preparation and administration; prepare cost estimates for budget recommendations.
- Participate in staff selection, training, and performance management; implement discipline procedures as needed.
- Attend meetings with building owners, architects, engineers, developers, and contractors regarding code interpretations, technical issues, and permit requirements.
- Respond to complaints, questions, and inquiries; review problems and take corrective action.
- Conduct and coordinate research and detailed investigations of unusual or problematic situations; produce solutions and technical guidance.
- Contribute to the preparation of technical codes, administrative codes, and related ordinances.
- Coordinate plan review activities with other city divisions, departments, and outside agencies.
- Prepare or coordinate reports or studies for City Council as required.
- Represent the division and department to City Council, commissions, outside agencies, and professional organizations; provide technical expertise and interpretations.
- Assist new or existing staff in learning departmental practices, methods, and procedures.
- Serve the public by answering questions, providing information, and investigating complaints.
- Maintain positive working relationships with coworkers, city employees, and the public through good customer service.

- Act as an integral team player requiring flexibility, cooperation, and communication.
- A minimum of three years of responsible journey experience equivalent to a Senior Plan Review Engineer; public sector experience is desirable.
- Equivalent to a bachelor’s degree in Civil Engineering, Structural Engineering, Architecture, or a related field. A master’s degree is desirable.
- Registration as a Civil or Structural Engineer with the California Board for Professional Engineers, Land Surveyors, and Geologists, or registration as an Architect with the California Architects Board.
