SummaryAssists the City Clerk by performing a variety of specialized clerical and computer operations involving the electronic recording and filing of records, typing, mailing, and preparing election material as well as assisting with general office duties. Maintains continuous confidentiality concerning non-public information in the City Clerk’s office.
Essential Duties & Responsibilities- Processing department invoices and deposits; handling online payments and departmental requests.
- Registering burial permits and death certificates; processing associated billing and funeral home requests.
- Receiving and filing non-criminal fines from other city offices.
- Cleaning storage space, transporting election equipment, and disposing of office materials.
- Overseeing input of census and voter information into the CVR State computer system; serving as liaison to the CVR information desk to troubleshoot program errors.
- Organizing and preparing Election Day reports and voting lists from the CVR computer system.
- Receiving daily electronic voter registrations from the Registry of Motor Vehicles; verifying and correcting registration information.
- Assisting City Clerk in preparing test ballots and tabulation for upcoming elections.
- Testing vote tabulator program cards for accuracy of election results.
- Assisting in hiring Wardens, Clerks, Precinct Assistants and Inspectors for Election Day and instructing precinct workers on proper procedures.
- Working with Assistant City Clerk during precinct set‑up in the absence of City Clerk; providing instructions to Custodians.
- Overseeing printing, mailing, and processing of the annual citywide census and follow‑up notices.
- Overseeing secure mailing of absentee ballots; processing voted absentee ballots and preparing ballots for transportation to voting precincts.
- Assisting in the conduct of recounts and instructing counters and staff on proper recount procedures.
- Answering inquiries from the Secretary of State’s Office and other agencies regarding election results.
- Developing and implementing policies and procedures related to elections.
- Providing customer service to the public and processing vital records for customers.
- Filing records from other departments, meeting minutes, Planning Board and Zoning Board of Appeals, and preparing copies as needed.
- Answering phones and mail.
- Interpersonal skills to work effectively with people at all levels of government and the general public.
- Sound judgment, discretion, tact, and confidentiality.
- Excellent organizational abilities.
- Knowledge of business English, spelling, office practices, procedures, and principles of office management.
- Working knowledge of Massachusetts Election Laws and procedures.
- Computer experience including word processing; ability to apply this knowledge to supervisory problems.
- Ability to deal with the public.
