Summary
The Accountant is located in Finance Service. The incumbent serves as the technical advisor to the Fiscal Officer, the financial manager for the Medical Center. The accounting expert is responsible for maintaining an integrated system of accounting services that support effective management and operational control of the Medical Center.
QualificationsApplicants must meet all requirements by the closing date of this announcement – 06/04/2026. Qualifications include:
- A degree in accounting or a related field such as business administration, finance, or public administration that included 24 semester hours in accounting (up to 6 hours in business law).
- Or a combination of at least 4 years of accounting experience and college‑level education.
- Evidence of accounting knowledge through coursework, a Certified Public Accountant or Certified Internal Auditor credential, or substantial auditing coursework.
- Ability to work at the full‑performance level and demonstrate knowledge of accounting and auditing theories, practices, and methods.
- Familiarity with applicable laws, policies, regulations, and federal accounting systems.

Duties- Analyzing, reporting, auditing, and accounting facility activities, including systems analysis, advice, and design for VA financial management and accounting systems.
- Assisting Medical Center customers with construction accounting inquiries.
- Reconciling financial reports and taking corrective action on system issues or reporting errors.
- Providing training to VA field station staff and participating in financial system annual closeouts.
- Performing analytical, evaluative, and interpretive duties on accounting matters.
- Providing technical expertise to accounting staff and advising higher management.
- Reviewing systems and workflows to identify discrepancies and opportunities for enhancement.
- Processing local accounting information using programs such as DHCP, IFCAP, AR, FAP, CCS, OLCS, and FMS.
- Performing account reconciliations, audits, and regular reviews to ensure data integrity.
- Evaluating accounting records, recommending procedural changes, and implementing corrective action plans.
- Conducting training to prevent recurring discrepancies identified in Quality Assurance Reviews.
- Communicating new or revised procedures and interpreting published regulations.
- Participating in promotion potential discussions and meeting performance requirements for full‑performance level promotion.
Work schedule:
8:00 am–4:30 pm, Monday through Friday. Telework may be authorized on an ad‑hoc basis, to be discussed during the interview. This is not a virtual position.
