Overview

Quality Assurance Specialist II (Quality Management) at Health & Human Services Commission (HHSC). The role involves planning, developing, and implementing hospital-wide quality management programs, including policy review, Quality System Oversight monitoring, restraint/seclusion processes, and other performance improvement activities. Ensures compliance with The Joint Commission (TJC) and Centers for Medicare & Medicaid Services (CMS). Works with department staff and external stakeholders; provides guidance as requested.

This position may require alternate shift patterns and possible location changes; some duties may include disaster response or Continuity of Operations (COOP) activation. Eligible for additional pay for evening, night, and/or weekend work.

Essential Job Functions

Attend work on a regular basis and follow the assigned shift schedule or rotating schedules, including extended shifts and potential overtime as allowed by agency policy.

Review hospital policies, disseminate information to policy managers, provide guidance regarding organizational and statutory requirements and accreditation standards, and ensure policies are approved, updated, and posted for staff.

Coordinate quality improvement and monitoring programs (such as QSO, Utilization Management, FSPI, and others). Complete all aspects independently, explain findings, and assist in developing performance improvement plans.

Compile monthly samples, updates, and audits; provide education and support to auditors; perform data entry within time constraints; aggregate data and generate reports and trend analyses; communicate with the Central Administration program coordinator.

Serve as data oversight coordinator for assigned QAPI indicators; monitor incident documentation, maintain tracking systems, aggregate data, coordinate committee meetings, and prepare trend analysis for the Quality Management Director. Prepare reports for hospital committees and Governing Body.

Oversee submission of reports to the Hospital Executive Committee and relevant committees of the State Hospital System Governing Body.

Prepare, edit, and distribute correspondence, reports, and documents; manage filing and records systems.

Perform other audit assignments as needed (e.g., Joint Commission monitoring, performance improvement projects). Participate in disaster response/COOP activation as required.

Knowledge,

Skills and Abilities

Knowledge of local, state, and federal laws related to the program area.
Knowledge of TJC and CMS standards.
Knowledge of statistical analysis, research techniques, training methods, and project management.
Skills in interviewing and data analysis; proficiency with computers and applicable software.
Ability to plan, coordinate, and administer quality improvement programs; identify problems and develop solutions; communicate effectively; provide guidance to others.

Qualifications

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in social services, nursing, psychology, or related field and at least six months of experience.

Or an associate degree with a minimum of twenty-four months of experience.

Or no degree with a minimum of four years of experience.

AND two years of experience in social services, psychiatric/health care, auditing or investigating work; and developing plans of correction.

Other Requirements

Applicants must pass fingerprint background check, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, Employee Misconduct, LEIE).
Males 18-25 must be registered with Selective Service.
All applicants must be at least 18 years old (Waco/Terrell Center for Youth applicants must be 21).
Immunization compliance per HHSC policy; vaccines or masking requirements may apply based on policy.
Background checks and other due diligence may be required; HHSC uses E-Verify and requires I-9 documentation on day one.
