Job Summary

Join the Texas Health and Human Services Commission (HHSC) as a Nurse Manager at Big Spring State Hospital. The role involves overseeing advanced nursing functions, ensuring quality patient care, managing staffing and resources, and participating in performance improvement and community partnership activities.

Responsibilities
  • Plan, develop, coordinate and evaluate nursing care on a 24‑hour basis.
  • Direct daily operations in all assigned areas and ensure a competent workforce.
  • Implement Standards of Practice consistent with HHSC, the Texas Administrative Code, and the Texas State Board of Nursing.
  • Provide clinical direction and expertise for individualized patient care.
  • Supervise, coach, train, and evaluate nursing staff.
  • Participate in performance improvement activities including audits, peer reviews, and patient death reviews.
  • Develop and update nursing policies, procedures and manuals.
  • Analyze data to identify trends and improve nursing care delivery.
  • Work with recovery teams to implement trauma‑informed, patient‑centered care.
  • Collaborate with hospital leadership on staffing plans, budgeting and resource allocation.
  • Serve as a liaison with external organizations, advocacy groups and the community.
  • Participate in committees, work groups and task forces as required.
  • Respond to disaster response and continuity of operations activations when needed.

  • Attend work on a regular basis, may work rotating, extended shift, overtime in accordance with policy.
  • Serve as spokesperson and catalyst for professional nursing practice.
  • Promote an environment that empowers nurses to provide effective care.
  • Ensure awards and recognition activities promote staff morale.
  • Provide clinical direction and expertise ensuring care meets patients’ developmental levels and specialized needs.
  • Ensure patient rights are protected and resolve issues through safety/risk management processes.
  • Maintain quality of nursing services and manage staffing plans to meet patient needs.
  • Participate in budget process reflecting patient activity and staffing needs.
Knowledge,

Skills and Abilities

(KSAs)
  • Knowledge of Texas Nurse Practice Act and peer review processes.
  • Knowledge of management theory, organizational planning and performance improvement.
  • Knowledge of the Recovery Model of Care and group dynamics.
  • Knowledge of psychiatric rehabilitation practices, nursing standards, CPR, AIMS, TIPS, and PNA curricula.
  • Skills in patient care, restraint and seclusion management, computer software, coaching, and training.
  • Ability to organize, coordinate, evaluate nursing activities and develop a budget.
  • Ability to instruct, supervise and provide guidance to others.
  • Ability to communicate effectively orally and in writing.
  • Ability to provide patient/family education on medications and disease processes.
  • Ability to manage time and document nursing care accurately.
  • Ability to intervene therapeutically with patients experiencing psychiatric disorders.
Qualifications
  • Licensed as a Registered Nurse (RN) in Texas or a reciprocal state via the Nurse Licensure Compact.
  • Minimum of 1 year of RN experience in a recognized health agency or hospital (or 3 years of RN experience if not meeting the first requirement).
  • Background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aid, Medication Aide, LEIE).
  • Compliance with HHSC immunization policy; may be required to be vaccinated for specific diseases and wear a mask if not immunized for influenza.
  • Ability to work overtime, evenings, nights, and weekends as the role necessitates.
