Quality Engineering Manager

Overview

The Quality & EHS Manager role reports into the General Manager overseeing the Quality Management System (QMS) and the Environmental, Health, and Safety (EHS) programs. This dual-focus role ensures that all systems are manufactured to the highest code standards while maintaining a culture of "Safety First" in an assembly & fabrication environment.

• ASME & National Board Compliance: Act as the primary liaison with the Authorized Inspection Agency (AIA) and Authorized Inspector (AI). Prepare, review, and maintain all required documentation for shop and field inspections, coordinate inspection schedules, and support Code compliance activities.
• Document Control & Traceability: Maintain full traceability and document control for ASME Data Books, Material Test Reports (MTRs), inspection records, and Code documentation. Establish, approve, and maintain Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Performance Qualification (WPQ) records in accordance with applicable codes and customer requirements.
• Quality System Administration & Authority: Own the revision, implementation, and continuous improvement of the Quality Control Manual and supporting procedures. Exercise authority to stop work when quality, safety, or Code requirements are not being met.
• Welding & Welder Qualification Oversight: Oversee and coordinate welder qualification and requalification testing to ensure compliance with applicable codes and approved WPSs. Maintain welder qualification and continuity records and ensure training and qualification records are audit-ready.
• Inspection, NDE & Calibration Control: Qualify and maintain certifications for in-house NDE examiners as required by applicable codes and standards. Manage the calibration system for all inspection, measuring, and test equipment, ensuring compliance with Code, customer, and internal quality requirements.
• Non-Conformance Management: Lead the identification, documentation, and disposition of non-conformances, ensuring effective root cause analysis, corrective and preventive actions (CAPA), and alignment with quality standards and customer requirements.

• Safety Program Leadership: Design, implement, and sustain comprehensive safety programs specific to fabrication and assembly activities, including Lockout/Tagout (LOTO), Fall Protection, and Crane/Hoist operations.
• Regulatory Compliance Oversight: Ensure adherence to OSHA regulations for assembly and welding operations, with consistent enforcement of PPE and safe work practices.
• Hazardous Materials & NDE Safety Management: Oversee proper handling, storage, and disposal of chemicals used in NDE processes (Liquid Penetrant and Magnetic Particle), maintaining accurate and up-to-date Safety Data Sheets (SDS).
• Pressure Testing Safety Controls: Establish and enforce rigorous safety procedures for hydrostatic and pneumatic pressure testing to mitigate risk to personnel and equipment.
• Incident & Near-Miss Investigation: Lead root cause analyses (RCA) for safety incidents and near-misses, translating findings into corrective actions and process improvements.

• 5+ years as a Quality Engineer/Manager in equipment manufacturing
• ASME Pressure Vessels manufacturing knowledge

  Skills:
  
  Ability to read fabrication drawings; proficiency in AutoCAD/Solid Works.
• Knowledge: Strong understanding of welding processes, NDE methods, and ASME Code (Section VIII, etc.).
• Education: B.S. in Mechanical Engineering (BSME) preferred.
• Certification: AWS CWI (Certified Welding Inspector) or safety certifications (OSHA 30, CSP) are a significant plus.
