Position Overview

Salary Range: $82,941.71 - $86,389.82/annually. Salary reflects Step 1 and Step 2 of a 7-step pay scale. Salary at hiring will be dependent on the applicant's education, experience, and training.

Work Schedule:

Job Summary:

This position will be supervised by the Planning Division Manager and is primarily responsible for support and administration of the South Billings Boulevard Urban Renewal District (SBBURD), East Billings Urban Renewal District (EBURD) and Downtown Urban Renewal District (Downtown URD) (The Districts) in accordance with the adopted district urban renewal plans, City policy, and state law. This position will coordinate with the three City-contracted entities (District Representatives) that serve the EBURD (BIRDworks), the South Billings Urban Renewal Association (SBURA) and the Downtown Billings Partnership (DBP).

The position will provide staff support and oversight of the three City-appointed Advisory Committees for the districts.

Essential Duties and Responsibilities

Administrative Duties

  • All duties will be performed under the direction of the Planning Division Manager, Planning and Community Services Director, and in coordination with District Representatives.
  • Provide staff support to the three Urban Renewal District Advisory Committees.
  • Establish committee meeting schedules
  • Attend all committee meetings
  • Notify committee members of meetings
  • Prepare legal notice of meetings
  • Prepare agendas in coordination with District Representatives and committee chairs
  • Coordinate minute taking at committee meetings with support from the Planning Clerk
  • Coordinate Committee membership and vacancies with City Administration for Council Appointments to the Committees
  • Coordinate any committee reports to City Council annually
  • Set up and maintain City webpage for information on Districts and TIF.
  • Include information on Advisory Committee Meetings
  • Include information about what urban renewal districts and TIF are
  • Include links to BIRDworks, SBURA and DBP webpages
  • In coordination with Planning Division staff, participate in Division customer counter duty coverage.
  • In coordination with Planning Division staff, participate in development application meetings, monitor and track zone changes, subdivisions, residential and commercial development activity, planning studies, and transportation plans and projects as they relate to or are in the districts.
  • Provide information to elected officials and community groups on districts and project activity as requested.

Financial Duties

  • In coordination with the City Finance Division, Planning and Community Services Department Director, District Representatives, and the Advisory Committees, participate in the annual budget process.
  • Monitor and provide district budget reports throughout the year to the Advisory Committees.
  • In coordination with City Finance, review and process TIF project award reimbursements and ensure financial tracking for City TIF funded projects.
  • In coordination with City Finance and District Representatives, ensure all funding source requirements are met for TIF project awards per project conditions and City schedules.
  • Work with multiple City departments and City Finance on identification, prioritization and inclusion in the City's Capital Improvement Plan of TIF-funded infrastructure projects in the Districts.
  • Collaborate with District Representatives and City staff on researching and pursuing sources of funding outside TIF for development activity/public projects in the Districts.

Project Management

  • Review applications for TIF fund expenditures in coordination with the District Representatives.
  • Present with District Representatives applications to the Committees for recommendations to City Council
  • Present with District Representatives the Committee application recommendations to City Council
  • Prepare draft Development Agreements (DAs) for City Council approved TIF awards and coordinate with City Legal, District Representatives and applicants to execute DAs.
  • If applicable, coordinate Council approval for recommended contracts with firms/vendors for district projects (i.e. new district formation, district expansion).

District Outreach and Information

  • Develop and maintain contacts through community involvement, involvement in organizations and other local, regional and national redevelopment and revitalization organizations to support best practices for the Districts.
  • Communicate with the Advisory Committees, District Representatives, City staff and City Council (following protocols) through personal contact, emails, phone calls, and City website to exchange information. Participate, promote, and coordinate City-approved activities to enhance understanding of urban renewal and District activities through events and media relations.

Personnel Development

  • Stay current with Montana Tax Increment Finance laws and rules.
