Overview
The Environmental Permitting Manager is responsible for managing and maintaining all environmental permits required for ongoing operations, revisions, and long-term planning at the Rosebud Mine. This position leads the development, submittal, and defense of permit applications, amendments, and revisions in compliance with federal, state, and local regulatory requirements, with primary emphasis on Montana Department of Environmental Quality (DEQ) coal mining regulations, and the Office of Surface Mining and Reclamation and Enforcement (OSMRE).
The Permitting Manager coordinates closely with mine operations, engineering, reclamation, and environmental compliance staff to ensure permit conditions are fully integrated into mine planning and execution. This role serves as a key liaison with regulatory agencies, supports inspections and technical reviews, tracks permit commitments and deliverables, and provides strategic permitting guidance to support operational flexibility, reclamation progress, bond release objectives, and long-term mine closure planning.
Pre-employment drug screening and personal & criminal backgrounds checks will be conducted on all candidates that receive a conditional offer. Successful applicant must possess a valid driver’s license through the duration of employment. Successful applicant must meet all insurability requirements as specified by Westmoreland’s policies or Driver’s insurance provider.
Supervisory ResponsibilitiesThis position will have supervisory responsibilities over other employees.
Essential Duties and Responsibilities- Lead and oversee research on federal and state regulations, and agency rules, ensuring accurate interpretation and application to company operations.
- Assist in development and/or modification of mine permits or other business segments, that meet regulatory statute and compliance.
- Manage the preparation of regulatory submissions, ensuring timeliness, accuracy, and completeness of all materials.
- Oversee comprehensive database tracking permitting and regulatory status, submission requirements, and deadlines.
- Direct communication efforts with staff to gather necessary information and ensure compliance objectives are met.
- Serve as the primary liaison with regulatory agencies, representing the company in all permitting and compliance matters.
- Monitor and report on federal register updates and other regulatory publications, providing timely updates to senior leadership, including General Counsel, CEO, COO, and Board of Directors.
- Oversee and prepare compliance reports for regulators, including analyzing and interpreting environmental monitoring data, ensuring environmental compliance with approved operating permits.
- Participate in developing strategy around legislative or governing authority statutes.
- Provide leadership on related legal and compliance initiatives as assigned.
- Performs other related legal duties as assigned.
Requires prolonged sitting, some bending, stooping, and stretching. Occasionally lifting files or paper weighing up to 30 pounds. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports.
Typical Working ConditionsNormal office environment. Travel to mine site weekly is required.
Education and Experience- Bachelor’s degree with a major in Environmental Science, Engineering, Geology or a related field.
- Minimum 7 years of related work experience.
- Detail-oriented with demonstrated ability to maintain and organize information, communicate with governmental agencies and technical professionals.
- Working knowledge of Microsoft Office Suite/Adobe required.
- Ability to support multiple internal clients.
- Will have significant exposure across the company and requires a high level of professionalism.
- Access to confidential and/or privileged information, accordingly, discretion, good judgment, and integrity is critical and required.
