Position Overview

Primary purpose of this position is to serve as a Curriculum Development Manager in the Training Support Flight at an AETC Technical Training Center, responsible for the development of programs of instruction in occupational specialties or fields.

Basic Requirement / Individual Occupational Requirement

Bachelor's degree (or higher) supplemented by at least 24 semester hours suitable to the position. Coursework must include study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology:
    Study of learning theories related to systematic design, development, and validation of instructional material.
  • Instructional design practices:
    Principles and techniques for designing training programs, developing design strategy and models, and applying design methods to improve instructional effectiveness.
  • Educational evaluation:
    Techniques for evaluating the effectiveness of instructional/educational programs, including development of written and performance tests, survey instruments, and determination of reliability and validity of evaluation instruments.
  • Instructional product development:
    Techniques for developing training materials, identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training:
    Application of computers in education and training, including selection of appropriate computer software.

Specialized Experience

At least one (1) year of specialized experience at the next lower grade GS‑09, or equivalent in other pay systems.

  • Knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan complex courses associated with teaching advanced technical systems or subject matter areas.
  • Knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials, resulting in complete and full‑length training products for specialty area or career management fields.
  • Knowledge of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives.
  • Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement.
  • Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility.

Education

Successful completion of three (3) full years of progressively higher level graduate education leading to a Ph.D. degree, or a Ph.D. or equivalent doctoral degree in a field that demonstrates the necessary knowledge, skills, and abilities to perform the work of the position.

Combination of Experience and Education

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Federal Time‑in‑Grade Requirement

Merit promotion applicants must meet applicable time‑in‑grade requirements. One year at the GS‑09 level is required to meet the time‑in‑grade requirements for the GS‑11 level. The requirement applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Applicants applying as VEOA candidates who are current GS civil service employees or who were prior GS civil service employees within the past 52 weeks must also meet time‑in‑grade requirements.
