The Civil Engineer is a full-time, on‑site role located in Biloxi, MS, responsible for planning, designing, and overseeing municipal civil engineering projects. Day‑to‑day tasks include preparing engineering plans and specifications, performing calculations, and reviewing designs for infrastructure such as roads, drainage systems, stormwater facilities, and utility networks. The role involves coordinating with internal departments, consultants, and contractors, conducting site visits and inspections, and ensuring projects comply with applicable codes, regulations, and standards.

The Civil Engineer will analyze data, support long‑range infrastructure planning, assist with permitting and technical reports, and provide engineering recommendations to support city operations and capital improvement projects. The position may also involve responding to citizen inquiries, participating in public meetings, and supporting emergency or weather‑related infrastructure assessments as needed.

• Demonstrated proficiency in Civil Engineering and Civil Engineering Design, including the ability to develop plans, specifications, and estimates for municipal infrastructure projects.
• Experience working as a Civil Engineer on public works or utilities projects, with a strong understanding of local, state, and federal engineering standards.
• Knowledge of Planning principles related to transportation, utilities, and community infrastructure, including long‑range capital improvement planning.
• Technical expertise in Stormwater Management, including drainage design, flood mitigation measures, and compliance with environmental regulations.
• Bachelor’s degree in Civil Engineering or closely related field; professional engineer (PE) license in Mississippi or ability to obtain within a reasonable timeframe preferred.
• Proficiency with engineering and design software (e.g., AutoCAD, civil design tools) and strong skills in data analysis, technical report writing, and documentation.
• Effective communication and collaboration skills, with the ability to work with multidisciplinary teams, contractors, and the public in a professional manner.
• Strong organizational and problem‑solving abilities, including managing multiple projects, meeting deadlines, and adapting to changing priorities.
• Familiarity with municipal utilities operations, construction practices, and field inspection procedures is beneficial.
