@Orchard LLC is seeking an experienced Senior Environmental Analyst to support a highly visible NOAA program. This position is contingent upon contract award.
Job OverviewThe Senior Environmental Analyst (Technical Lead) leads complex Endangered Species Act (ESA) Section 7 consultations and Section 10 activities. This includes both formal and informal consultations and the preparation of Biological Opinions and Incidental Take Statements. The role supports mission‑critical regulatory functions and ensures the scientific and legal defensibility of regulatory analyses. The analyst operates independently and oversees junior staff. This position is contingent upon contract award.
Key Responsibilities- Lead ESA Section 7 consultation and Section 10 activities, including the preparation of Biological Opinions, Letters of Concurrence, and incidental take permits.
- Review, analyze, and synthesize scientific data to evaluate the environmental impacts of human activities on protected species and aquatic habitats.
- Review Biological Assessments, permit applications, and consultation packages from action agencies for listed salmon and steelhead, designated critical habitat, and essential fish habitat under jurisdiction, and provide feedback and technical support to action agencies.
- Provide pre‑consultation guidance to agencies and applicants regarding conservation measures, design standards, and information requirements.
- Prepare comprehensive environmental documentation in accordance with NEPA standards and essential fish habitat requirements.
- Provide operational and technical leadership for assigned tasks, including developing project timelines and managing contract deliverables.
- Act as a primary liaison between technical staff, federal agencies, and academic researchers to evaluate species status and project impacts.
- Provide technical oversight and mentoring to junior analysts.
- Coordinate directly with federal agencies, NMFS staff, and stakeholders.
- Ensure quality control of consultation documents and administrative records.
- Maintain accurate and timely data entry in consultation tracking systems.
- Occasional site visits may be required based on the contract requirements.
- Master's or PhD in environmental science, marine biology, ecology, or a related field.
- 5+ years of experience in ESA consultations or environmental regulatory compliance.
- Demonstrated experience preparing Biological Opinions and formal consultation documents.
- Strong knowledge of salmonid general life cycles and habitat requirements.
- Strong knowledge of ESA regulations, marine ecology, and impact assessment methodologies.
- Experience in the implementation of ESA and MSA regulations and document guidance.
- Experience assessing the impacts of human activities on marine, estuarine, or anadromous species and their habitats.
- Experience working with tribal governments.
- Advanced analytical, writing, and project management skills.
- Ability to lead complex, high‑visibility projects independently.
