Responsibilities
- Conduct project management of design and construction of local surface transportation projects in coordination with project sponsors, in conformance with the Local Projects Manual, Federal Highway Administration guidance and regulations, and Local Programs Bureau guidance on State aid projects. Responsibilities include managing projects from initiation, state‑local agreements, through preliminary design, environmental determinations, right‑of‑way, final design, letting and award, construction reimbursements, civil rights, and close‑out.
- Manage project costs and schedules on the Capital Program in coordination with local project sponsors.
- Proactively coordinate and communicate project status, changes, risks, and conflicts within the Department, and with outside agencies, local officials, consultants, contractors, the public, and interested parties as appropriate.
- Provide consultation, evaluation, and project oversight to ensure work conforms to accepted engineering standards for various projects within the Regional Local Program.
- Supervise the Regional Rail and Emergency Relief Program Coordinator.
- Review project applications submitted via statewide solicitation programs, such as BridgeNY and the Transportation Alternatives Program/Congestion Mitigation Air Quality/Carbon Reduction Program (TAP/CMAQ/CRP).
- Manage select multimodal projects, which include railroad, transit, and airport programs.
- Liaison with PennDOT in the management of ten inter‑state bridges.
- Attend Regional Metropolitan Planning Organization (MPO) meetings and provide program and project information necessary to develop the Transportation Improvement Program (TIP). Review TIP amendments for local projects. Review and participate in development of MPO studies, audits, and candidate projects.
- Cross‑train in oversight of the Consolidated Local Street and Highway Improvement Program (CHIPS) and annual Local Highway Inventory (LHI) update.
- Perform or participate in administrative functions as needed, including hiring and promotional activities, performance appraisal programs, program/project management, and reporting requests or other special projects from Regional and Main Office management.
- Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
- Either a New York State Professional Engineer’s license and current registration, and a qualifying bachelor’s degree or higher as listed below; OR a New York State Professional Engineer’s license and current registration and one year of full‑time qualifying engineering experience as listed below.
Qualifying degrees:
- Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience:
- One year of full‑time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
