Location: City of Binghamton

The Controller will oversee an approximately $12 million budget funded through state contracts, Medicaid fee‑for‑service programs, not‑for‑profit partnerships and fundraising. This position oversees the Fiscal Department and is responsible for all fiscal operations, including timely and compliant contract vouchering, accounts payable and receivable, payroll, Medicaid billing, GAAP‑compliant financial management and reporting, and coordination of the annual audit, Form 990, CHAR
500, and Consolidated Fiscal Report, as well as other related fiscal obligations.

Education and Experience
  • Bachelor’s degree in accounting.
  • At least three years of experience overseeing all aspects of fiscal and accounting operations for a not‑for‑profit organization or a large business.
  • Knowledge, Skills, and Abilities
  • Strong knowledge of generally accepted accounting principles (GAAP) and related rules and regulations.
  • Demonstrated experience working with multiple funding sources and preparation of program and organizational budgets.
  • Demonstrated experience with payroll processing, including preparation and filing of Federal and New York State quarterly reports.
  • Familiarity with Medicaid billing rules and regulations, as well as contract and fiscal requirements of various New York State agencies.
  • Strong leadership and team management skills, including experience with supervision and personnel management.
  • Ability to multi‑task, plan and prioritize work tasks, and work effectively in both a team and individual setting.
  • Proficient in the use of all Microsoft Office applications (Excel, Word, Power Point).
  • Ability to effectively interact and work with individuals from diverse cultures and backgrounds.
  • Knowledge of ethical and professional responsibilities and boundaries.
  • Ability to communicate effectively, both verbally and in writing.
  • Excellent attention to detail and organizational skills.
  • Valid driver’s license, access to a reliable and insured vehicle, and compliance with all applicable state regulations, including required vehicle inspections and driving record checks.

  • Essential Job Functions
  • Manage all aspects of the Fiscal department including oversight of accounts payable and receivable, Medicaid billing, payroll, financial transactions, and banking activities and relationships.
  • Recruit, interview, train, schedule, supervise and evaluate the performance of fiscal department staff.
  • Develop and update financial policies, procedures, and internal controls to safeguard the organization’s assets and ensure compliance with relevant laws and regulations.
  • Maintain an ongoing relationship with our independent auditing firm and coordinate the annual agency audit process, ensuring submission of necessary documentation and review of audited financial statements.
  • Oversee preparation and completion of all other agency fiscal audits and reviews, including but not limited to: annual pension audit, annual worker’s compensation audit, OMIG audits and audits from various funding sources, as applicable.
  • Work with the Executive Director to develop the annual agency budget for submission to the Board of Directors, ensuring accurate projections, compliance with funding requirements, and alignment with organizational priorities.
  • Conduct monthly review and analysis of the agency’s Balance Sheet and Profit and Loss statements, monitoring cash flow, liquidity, and fund balances, and report issues, trends, and financial insights to the Executive Director to support organizational decision‑making.
  • Prepare and submit quarterly Balance Sheet and Profit and Loss statements for Executive Director and Board of Directors review.
  • Oversee the fiscal aspects of grant and contract management, including:
    • Developing initial budget and completing budget modifications as necessary,
    • Collecting and reviewing information from subcontractors as necessary,
    • Submitting monthly or quarterly reports and vouchers as required,
    • Maintaining contract receivables and contract expense schedules for audits, and
    • Ensuring overall compliance with funding source requirements.
