Duties Description

Under The Supervision Of The Assistant Regional Director Of Operations Or a Professional Engineer 1, The Duties For This Position Include, But Are Not Limited To:

• Serve as the Maintenance Environmental Coordinator for Region 9 Operations including Broome, Chenango, Delaware, Otsego, Sullivan, and Tioga Counties.
• Provide technical expertise on environmental matters such such as wetlands, surface water quality, stormwater management (SPDES/MS4), endangered species, hazardous wastes, contaminated soil, groundwater, farmlands, floodplains, air quality, noise, contaminated and hazardous materials, spill control, and hazardous trees.
• Perform the environmental review of transportation improvement, maintenance and facility projects, and coordinate with involved agencies, prepare and coordinate all necessary concurrences and permits.
• Develop and provide regional training on matters of the environment including but not limited to Herbicide application, hazardous trees, storm water, erosion and sediment control, and pollution control.
• Promote the Department’s environmental ethic through implementation of Department supported environmental initiatives and ensure all work performed by R9 maintenance crews or its DOT contractors is conducted in an environmentally sound manner.

Serve as Regional point of contact to investigate and provide guidance on salt contamination claims.

• Serve as Regional herbicide program coordinator.
• Serve as Regional petroleum bulk storage coordinator.
• The incumbent will also be expected to provide environmental guidance and support the Department during unforeseen events that warrant it (e.g., emergencies, etc).
• Performs quality assurance reviews of and/or completes 4F statements, MOU’s, MOA’s, Design Approval documents, project plans and specifications, permit applications, and other project documentation as necessary;
  Represents the Department with State, Federal and local advisory and regulatory agencies.
• Obtains necessary permits and other environmental authorizations of Department projects and actions per established procedures and within established time frames.
• Maintains close collaboration with the Regional Construction and Design Coordinators, the Office of Environment, and other Regions to ensure high quality environmental services and expertise.
• Interprets federal and State regulatory requirements and policies; defines in detail the scope of any consultant services required for a project; investigates alleged violations of environmental regulations and permit conditions.
• Supervise and train professional and technical staff.
• At the time of appointment and continuously thereafter candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

You Must Be a Qualified Employee Of The New York State And Have Had One Year Permanent Competitive Or 55-b/55-c Service As:

Either

• An Environmental Specialist 1, Landscape Architect, or Assistant Landscape Architect.

Or

• An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws,…
