Duties Description

The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who is capable of executing strategic decisions to serve as Deputy Director of the Developmental Disabilities State Operations Office 2 (DDSOO
2) in Broome. This position serves at the pleasure of the Commissioner of OPWDD and reports to the Region 2 State Operations Director. The DDSOO 2, Broome State Operations Deputy Director will oversee supports to individuals who reside in Broome, Chenango, Delaware, Otsego, Tioga and Tompkins counties. This position includes oversight of Valley Ridge CIT. Travel to all counties in the DDSOO will be required.

The selected candidate will serve at the executive level, providing a leadership role for the DDSOO and reporting to the Director of the Developmental Disabilities State Operations Office 2. A commitment to collaborating with all stakeholder groups as well as a commitment to the leadership strategy of “Putting People First” is essential. The ideal candidate for this position will share OPWDD's commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports.

Driven by the mission, vision and values of OPWDD, the Deputy Director of Broome DDSO will collaborate with both stakeholders and sister agencies to direct an integrated program operations strategy. The Deputy Director will have responsibility for the operation and continuous quality improvement of community-based state operated services within this area. The incumbent will also collaborate with Directors and Deputy Directors of the five other State Operations Offices toward statewide consistency and efficiency of practices utilizing a “best practices” framework.

The Deputy Director promotes the Commissioner's vision of system reform and transparency, while coordinating and overseeing ongoing state-provided services and supports delivered within the Broome district. The Deputy Director's charge is to ensure world‑class performance in meeting the needs of the district's citizens with developmental disabilities and their families.

The Deputy Director is also responsible for identifying and advancing Region 2 priorities while implementing statewide policies and strategies. In partnership with voluntary service providers, the Deputy Director will promote innovative, individualized, community‑based solutions that will empower individuals with developmental disabilities to live richer lives. Additionally, as an integral member of the Region 2 State Operations Leadership Team, the Deputy Director will collaborate in the development of enterprise solutions and consistency throughout the state in strategic core business operations.

The incumbent will implement strategic operational decisions within the district while advocating on behalf of people with developmental disabilities to advance and enhance services and supports.

The Deputy Director for Broome DDSO is responsible to oversee the day‑to‑day operation of the district including the utilization and deployment of personnel across all assignments to ensure fiscally responsible distribution of resources as well as continuous quality improvement of the community‑based state operated residential and day program services. The incumbent of this position will provide direct support and oversight to several department heads who manage staffing, residential operations, Day Habilitation, Family Care, Self‑Advocacy group as well as may supervise various clinical disciplines (medical, nursing, psychology).
