Position: SCIENTIST I (Home Visiting Scientist)

The University of Alabama at Birmingham (UAB), Health Policy & Organization, is seeking a Scientist I for their Home Visiting Team within the Applied Evaluation Assessment Collaborative (AEAC). The AEAC Home Visiting Team provides direct training, technical assistance, data analysis, and continuous quality improvement initiatives while improving program outcomes and promoting best practices. Our work involves planning, developing, and reporting state and federal outcomes.

This includes significant attention to data, program evaluation, and ongoing collaboration with Home Visiting Programs throughout our state of Alabama. We collaborate with government agencies, community organizations, and healthcare providers for effective training, learning principles, and cultural competence. As a dedicated team, we collectively demonstrate the required knowledge, skills and abilities to help ensure high-quality service and continuous program quality improvement.

The Scientist I is a professional-level position responsible for providing research, evaluation, and continuous quality improvement support to the Home Visiting Program. This position supports program quality, compliance, and outcomes through data analysis, fidelity monitoring and application of evidence‑based practices. This position exists to strengthen the quality, accountability and effectiveness of the Home Visiting Program by embedding scientific and analytical expertise within program operations.

By supporting evaluation, data‑informed decision making and continuous quality improvement, the Scientist I ensures that services are delivered consistently, align with evidence‑based models and meet funder and regulatory expectations.

Duties & Responsibilities Scientific Evaluation & Data Analysis
  • Support implementation and monitoring of evidence‑based home‑visiting models (e.g., Parents as Teachers, HIPPY, Nurse Family Partnership).
  • Design and support evaluation activities related to child, family and system outcomes.
  • Analyze program data to identify trends, strengths and opportunities for improvement; assess outcomes and implementation fidelity.
  • Supervise and approve the development of custom data reports, in consultation with Home Visiting Data Analyst and ETO developers, to support data monitoring and quality.
  • Maintain primary responsibility for ensuring data is collected correctly and in a timely manner for yearly reports on participant demographics, service utilization and benchmarks.
  • Interpret and translate research findings into actionable guidance for program leadership and staff.
  • Prepare internal reports, summaries and dashboards for leadership and program staff.
Continuous Quality Improvement (CQI)
  • Lead or support CQI processes, including Plan Do Study Act (PDSA) cycles and fidelity monitoring.
  • Develop dashboards, briefs and reports for internal learning and external reporting.
  • Support data quality assurance and documentation practices.
  • Assist programs in aligning practice with ADECE and MIECHV expectations.
  • Coordinate and provide technical assistance for all MIECHV Continuous Quality Improvement (CQI).
  • Monitor fidelity to evidence‑based models and identify areas for improvement.
  • Direct, design and deliver a continuous quality improvement plan, to include learning sessions, data analysis and coaching.
  • Provide data‑informed recommendations to leadership to strengthen program performance.
Research & Evidence‑Based Practice Support
  • Develop, analyze and disseminate reports to ADECE on a monthly, quarterly, bi‑annual and annual schedule.
  • Translate research findings into practical guidance for program leadership and staff.
  • Support alignment of program practices with evidence‑based standards and requirements.
  • Assist with the development of evaluation and reporting materials for grants and audits.
Collaboration & Technical Support
