Overview
These positions are available throughout various USMS Districts in the Continental US (CONUS). The selectee of this position serves as a Financial Specialist. Duty location will be determined at the time of selection. Pay will be determined based on duty location.
ResponsibilitiesYou will be responsible for analyzing existing District procedures to identify more efficient and effective methods for accomplishing program objectives and recommending changes/improvements to District management.
QualificationsGS-9 Time in Grade Requirements:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 grade level is required to meet the time-in-grade requirements for the GS-9 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
- A. Specialized Experience: One year (12 months) of full-time specialized work experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to:
1) Reviewing financial obligations and expenditures;
2) Conducting audits of individual accounts, vendors, etc.;
3) Assisting management on financial planning and management of funds; and
4) Utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts. (

Your resume must CLEARLY demonstrate this experience.) - OR
- B. Education: A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc.

- C. Combination of education and experience: A combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS).
GS-11 Time in Grade Requirements:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
- A. Specialized Experience: One year (12 months) of full-time specialized work experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to:
1) Reviewing financial obligations and expenditures;
2) Conducting audits of individual accounts, vendors, etc.;
3) Assisting management on financial planning and management of funds;
4) Reviewing monthly invoices for accuracy and resolving billing issues/problems. (

- B. Education: A Ph.D. or equivalent doctoral degree in an accredited or pre-accredited college or university; 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc.
