Job Duties
The Outreach Manager is a member of the 9-1-1 & Geospatial Services Bureau (NGSB) Outreach Division and functions as the remote liaison between the NGSB and the Public Safety Answering Points (PSAPs) and Geographic Information Systems (GIS) Departments for assigned localities. The individual is this position provides the following to 9-1-1 and GIS stakeholders: effective 9-1-1 and geospatial outreach and coordination;
technical assistance through the development and maintenance of collaborative relationships with local governments, regional organizations and other entities; offers guidance and assistance to stakeholders in support of the NGSB’s Public Safety Communications (PSC) and the Virginia Geographic Information Network (VGIN) divisions; and, supports the statewide deployment and utilization of NG9-1-1.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Extensive knowledge of public safety communications and GIS.
- Knowledge of GIS software strongly preferred.
- Knowledge of PSAP applications software and hardware strongly preferred.
- Ability to work collaboratively with all levels of staff, government personnel and the general public.
- Ability to work independently with little to no supervision.
- Ability to plan and organize job needs.
- Ability to monitor new trends and changes in GIS and 9-1-1 systems.
Employment is contingent upon satisfactory results of a fingerprint-based criminal history background check, Division of Motor Vehicle check, employment reference check, and E-Verify. The selected candidate must complete a State of Personal Economic Interests as a condition of employment, if applicable (Va. Code 2.2-3114). Other financial, credit, driving, or degree verification checks prior to employment may be required for certain positions.
A one-year probationary period is required of all newly hired and re-hired Commonwealth of Virginia employees.
The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
