Description
Position SummaryThe Payroll, Benefits, and Human Resources Specialist is a nonmanagement position responsible primarily for accurate payroll processing and day-to-day employee benefits administration. The position also provides administrative support for selected human resources functions by gathering documentation, maintaining records, tracking deadlines, and referring matters requiring interpretation, approval, or decision-making to the Human Resources Manager or Chief Financial Officer. This role requires accuracy, dependable follow-through, and discretion when handling confidential employee information.
PrimaryResponsibilities
- Process payroll accurately and on schedule, including entering authorized employee changes, deductions, garnishments, bonuses, merit increases and other approved payroll information.
- Review payroll reports and employee deductions each pay period; reconcile benefit deductions to vendor invoices and promptly research and report discrepancies.
- Prepare payroll and benefits reports and maintain complete supporting documentation.
- Prepare and submit accounts payable requisitions for benefit invoices and related approved payments.
- Perform day-to-day administration of employee benefit programs, including health, dental, life, retirement, employee assistance and disability benefits, in accordance with plan documents and agency procedures.
- Serve as the routine contact for benefit vendors and assist employees with enrollment, coverage changes, required forms and general benefit questions; refer plan interpretations, exceptions and disputes to the Chief Financial Officer.
- Respond to routine employee and manager questions about payroll and benefits in a timely, helpful and professional manner.
- Complete assigned payroll and benefits onboarding steps, explain available benefit options, collect required forms and verify that information is entered accurately.
- Assist with workers' compensation matters by receiving incident information, gathering First Report of Injury and supporting documents, maintaining claim files, tracking status and deadlines, and forwarding information to the carrier and Chief Financial Officer.
- Maintain workers' compensation logs and follow up for missing documentation; refer questions concerning compensability, claim strategy, work restrictions, settlement or other determinations to the Chief Financial Officer.
- Assist with unemployment claims by gathering wage, attendance and separation documentation, tracking response deadlines and preparing information for review;
Chief Financial Officer will approve agency responses and determine the agency's position. - Process authorized employee changes and separations in payroll, benefit and personnel systems after receiving approved documentation; refer questions or exceptions to the Chief Financial Officer.
- Maintain accurate, organized and confidential payroll, benefits and human resources records.
- Enter and update authorized employee information in the agency's human resources and payroll systems and review records for completeness and accuracy.
- Provide administrative support for personnel-file maintenance, employment verifications, policy acknowledgments, garnishment notices, authorized drug-screening documentation and other assigned human resources processes.
- Assist with employee communications concerning payroll deadlines, benefit enrollment periods and other approved human resources matters.
- Maintain compliance checklists and requested records for audits, monitoring visits and reporting; promptly notify the Chief Financial Officer of missing documentation, missed deadlines or potential concerns.
- Follow established policies, procedures and approved guidance when handling employee matters. Refer complaints, policy interpretations, compliance determinations, disciplinary issues and other sensitive matters to the Chief Financial Officer.
- Perform other related, nonmanagement duties as assigned by the Human Resources Manager or Chief Financial Officer.
