Summary Of Work

This position supports the Cost-Share Program Manager interpreting and applying the Water Commission's Cost-Share Policy, Procedures, and General Requirements to funding assistance requests submitted by water project sponsors for a diverse range of water-related projects. This position processes reimbursement requests submitted by project sponsors.

Duties and Tasks
  • Review cost-share applications and supporting documentation to determine eligibility, completeness, and compliance with State Water Commission policies and program requirements.
  • Review invoices, reimbursement requests, and other financial documentation to identify eligible and ineligible costs and calculate cost-share reimbursements.
  • Prepare correspondence, memorandums, agreements, payment documentation, and other program materials.
  • Communicate with project sponsors to explain program requirements, resolve questions or discrepancies, and obtain necessary documentation.
  • Maintain accurate and organized project and financial records in program databases and electronic recordkeeping systems.
  • Use Microsoft Excel and other data tools to review, organize, calculate, reconcile, and track project costs and funding.
  • Manage multiple applications, reimbursement requests, agreements, and other assignments while meeting established deadlines.
Minimum Qualifications
  • A bachelor's degree in accounting, business administration, public administration, finance, grant administration, or a related field, along with at least two years of relevant experience. Alternatively, an associate degree in one of these fields combined with at least four years of relevant experience may be considered. Relevant experience may include financial or invoice review, accounting or bookkeeping, grant administration, contract administration, government program administration, or other work involving financial records and application of established policies and procedures.
  • Experience using Microsoft Excel, Word, databases, or similar electronic recordkeeping systems.
  • Ability to perform mathematical calculations and review financial information accurately.
  • Ability to interpret and apply written policies, procedures, agreements, and program requirements.
  • Strong written and verbal communication skills.
  • Demonstrated attention to detail, organization, and ability to independently manage multiple assignments and deadlines.
  • Demonstrated ability to exercise independent judgment, identify discrepancies, solve problems, and follow complex processes with a high degree of accuracy.
Preferred Qualifications
  • Education or professional experience in accounting, finance, business administration, public administration, grant administration, or a related field.
  • Experience administering grants, cost-share programs, financial assistance programs, or other government programs.
  • Experience reviewing invoices, reimbursement requests, financial records, or other supporting documentation for accuracy and eligibility.
  • Experience interpreting and applying policies, regulations, contracts, agreements, or other program requirements.
  • Intermediate or advanced Microsoft Excel skills, including formulas, data organization, filtering, sorting, and reconciliation of financial information.
  • Experience maintaining and verifying information in databases, financial systems, grant-management systems, or electronic records systems.
  • Experience preparing professional correspondence, reports, agreements, memorandums, or similar documents.
