Position Overview

Transportation Engineer Manager/Team Lead responsible for engineering oversight on all construction projects in the Bismarck District and for keeping the ADE & DE informed of progress on all projects. Oversees all plan development within the District.

Primary Duties
  • Employee Supervision: Supervise engineering technicians, transportation engineers, project managers, and maintenance or temporary employees performing inspection duties, materials testing, and surveying to ensure construction projects are completed in accordance with contract requirements. Schedule work assignments, conduct safety meetings, provide training on departmental policies, supervise employees preparing district plans and concept reports, complete employee appraisals, and schedule work activities for construction staff during winter months.
  • Bismarck/Mandan City Contact: Serve as the primary contact for the Bismarck and Mandan areas. Act as MPO/TAC representative, manage DOT projects within the cities, oversee LPA projects, supervise signing, traffic signals, and street lighting on state roadways, work with landowners, utility companies, and developers on permits, review permit compliance in the field, maintain district files, and conduct transit facility inspections.
  • Construction Project Reviews: Conduct field and documentation reviews of state and county projects run by DOT, consultants, or county staff. Review traffic control, construction methods, sampling and testing, compliance with plans and specifications. Review records such as materials certifications, PQEs, sampling frequency, pay estimates, labor compliance, and other items. Conduct in-depth CERT reviews of at least 10% of district projects per year and review staffing, SWPPP and environmental permits, CARS documentation, and consultant estimates.
  • Construction Design and Finals: Review project finals, review PSE plans, and complete district designs and environmental documentation.
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering.
  • Four years of professional-level engineering work experience.
  • Registration as a Professional Engineer in the State of ND within 6 months of start date.
