Environmental Scientist II – Regulatory Compliance

Bismarck, North Dakota | Full-Time | Hybrid
Salary: $90,000-$120,000 annually, depending on experience and qualifications

AXIA Environmental is seeking an experienced Environmental Scientist II – Regulatory Compliance to support environmental compliance and consulting projects throughout North Dakota. This role is for an environmental professional who understands North Dakota's regulatory landscape, can manage multiple projects and clients, and can turn complex regulations into practical solutions.

This is a hybrid position based in Bismarck
. Candidates must be able to regularly work from the Bismarck office and travel to client and project sites throughout North Dakota.
North Dakota environmental consulting and/or regulatory compliance experience is required. This position will include the need for experience with; SPCC, SWPPP, NPDES, RCRA, air permitting, Phase I/II ESAs, environmental sampling, and remediation.

What You'll Do
  • Manage environmental compliance, permitting, and regulatory projects from scope through completion.
  • Prepare and review permits, regulatory reports, technical documentation, and compliance plans.
  • Develop SPCC Plans, SWPPPs, NPDES documentation, DMRs, air emissions inventories, Tier II/TRI reports, and waste compliance documentation.
  • Interpret and apply RCRA, CAA, CWA, EPCRA, TSCA, NDDEQ, and other applicable environmental requirements.
  • Work directly with NDDEQ and other regulatory agencies on permitting, inspections, reporting, and compliance matters.
  • Conduct and oversee environmental inspections, compliance audits, site assessments, sampling, and field investigations.
  • Manage project scopes, budgets, schedules, subcontractors, laboratories, and deliverables.
  • Prepare proposals, cost estimates, work plans, and technical reports.
  • Build strong client relationships and serve as a regulatory and technical resource.
  • Support business development and identify opportunities to expand client services.
  • Provide technical guidance and mentorship to junior staff.
  • Maintain strong safety, quality, and regulatory compliance standards.
What We're Looking For
  • Bachelor's degree in Environmental Science, Environmental Engineering, Geology, Natural Resources, or a related discipline.
  • 4-6+ years of environmental consulting, permitting, or regulatory compliance experience.
  • Direct professional experience working in North Dakota is required.
  • Strong working knowledge of NDDEQ and federal environmental regulations
    .
  • Experience preparing environmental permits, compliance plans, regulatory reports, and technical documentation.
  • Strong project management, technical writing, communication, and client-service skills.
  • Ability to independently manage multiple projects, deadlines, and priorities.
  • Valid driver's license and acceptable driving record.
  • Ability and willingness to travel throughout North Dakota
    , including occasional overnight travel.
  • Ability to regularly work from the Bismarck office as part of the hybrid schedule
    .

Preferred: HAZWOPER, CHMM, REM, PE/EIT, PG, or other relevant professional certifications are a plus.
