Position serves as second‑in‑command of the Finance Division and provides daily oversight and guidance of operations to Purchasing, Accounting, Risk Management, and Budget departments. The position is responsible for developing and delivering innovative and relevant financial reporting and analysis to Commissioners and senior leadership, including quarterly financial and performance reports. The position has responsibility for Finance‑related County strategic plan initiatives; development and annual update of the Division of Finance strategic plan;
Division‑wide employee development and succession planning; incorporation of strategic and secure artificial intelligence tools in compliance with County policy and best practice; and drives performance improvement based on financial analytics. The position provides ad hoc financial analysis and performs complex special projects as requested by the Board of County Commissioners, County Manager, and CFO or as determined necessary by Deputy CFO within scope of duties.
- Manage Finance Division
:
Provide day‑to‑day supervision of directors of Accounting, Budget, Purchasing, and Risk Management; act as the primary hiring authority and backup for these positions. Develop subject‑matter expertise to support department directors, oversee all budget preparation for Division of Finance, ensure staff have the skills and resources to be effective through hiring, coaching, and training. Hold direct reports accountable, conduct periodic reviews, reward hard work, and ensure succession planning.
Address personnel issues, promote teamwork and respect, act as liaison with external departments, and serve as escalation point for unresolved conflicts. Review financial policies and procedures for compliance with laws and best practices, maintain fair training resource usage, ensure adherence to statutory and regulatory deadlines, facilitate communication within Finance, and provide routine updates to the CFO. - Provide timely and accurate financial reports

Oversee development of quarterly financial reports and present them to Commissioners. Evaluate reporting information and format to ensure relevance and clarity. Support the Accounting Director in the annual comprehensive financial report, including audit activity and statement presentation. Assist the Budget Director in developing the annual budget. Review and edit documents prepared by Division of Finance staff. In the CFO’s absence, review agenda items for accuracy and timeliness. - Lead high‑level Division‑wide initiatives
:
Lead County and Division of Finance strategic plan initiatives, monitor KPI data, and submit budget requests when deficiencies arise. Work with Communications and ERP to expand/improve county dashboards and tie financial data to performance. Provide quarterly statistical reports to the CFO for key performance indicators and strategic plan initiatives. Collaborate with CFO and Grants Compliance Director to implement corrective strategies based on audits, policy reviews, or data analytics.
Assess opportunities for enterprise‑wide process improvements. Lead incorporation of strategic and secure artificial intelligence tools. Oversee Continuity of Operations Plans for acts of God and cyber attacks.
Bachelor’s degree from an accredited college or university. At least five years of related experience in governmental operations in a managerial/supervisory capacity, including managerial experience with accounting, budgeting, risk management, grants compliance, or purchasing operations.
