Summary Of Work
As the Environmental Scientist for the ND Petroleum Tank Release Compensation Fund (NDPTRCF), you will assist with the administration and day-to-day operations of the program that protects the environment through regulatory oversight, tank registration, inspections, and reimbursement review activities.
In This Role, You Will Be Responsible For- Assisting with the implementation of NDCC Chapter 23.1-12 and NDAC Article 33.1-12, including supporting administrative rule updates and coordination with the Petroleum Tank Release Compensation Fund Advisory Board and the Legislative Council's Administrative Rules Committee.
- Communicating with the public, regulated community, petroleum tank owners, consultants, and state and federal agencies through written, oral, and electronic methods regarding the petroleum tank program.
- Reviewing and assisting with the investigation of reimbursement claim applications for spill assessment and remediation from registered PTRCF sites, including evaluating environmental reports, excavation worksheets, and invoices for accuracy and eligibility.
- Preparing summaries and reports documenting assessment and remediation work to support reimbursement decisions.
- Processing petroleum tank site registrations and assisting with the preparation and review of tank invoices to ensure billing accuracy.
- Conducting inspections of above ground and underground petroleum storage tank facilities to evaluate compliance with applicable regulations.
- Entering, reviewing, and maintaining accurate data in the PTRCF database, including support of electronic billing and online payment systems.
- Coordinating with program staff, management, and the PTRCF Board to support program objectives, budget tracking, and allowable expense determinations.
you must be able to interpret and apply environmental statutes and regulations; communicate technical and regulatory information clearly to facility operators, consultants, and the public; exercise sound judgment when reviewing claim and registration information; maintain a professional demeanor during inspections and stakeholder interactions; and demonstrate experience in environmental sciences or a related field with working knowledge of databases and spreadsheet applications.
Minimum QualificationsApplicants must be legally authorized to work in the United States. DEQ will not provide sponsor ships.
To be considered for this positionYou must have a bachelor's degree in environmental science, natural science or physical science, engineering, or a closely related field and two years of related work experience. Starting salary is $5,300+/month, depending on experience.
- Travel required to conduct inspections of a variety of above and below ground petroleum tank storage facilities.
- Some overnight travel within North Dakota may be required when performing site inspections.
- Out-of-state training or meetings may occur occasionally.
Experience in the field of tank regulation, insurance policy applications, remedial action or environmental systems/control is preferred.
