Project Quality Manager II — Bismarck, ND

A Project Quality Manager II owns quality on a capital project from the owner's or EPC's side: writing the project quality plan, setting the surveillance and audit program for contractors and suppliers, qualifying vendors and inspection subcontractors, and reporting quality performance to the project manager and the owner's quality organization. Contractor quality managers answer to your plan; you answer for whether the project's quality record will stand up at turnover.

Responsibilities:
Write the project quality plan and the contractor and supplier quality requirements that flow from it;
Plan and lead surveillance and audits of contractors and suppliers; qualify vendors and inspection agencies;
Review and accept contractor QC plans, ITPs, procedures, and inspector qualifications;
Own the project nonconformance, corrective-action, and lessons-learned processes;
Report quality metrics and risks to project leadership and the owner's quality organization.

Qualifications:

6+ years in quality on construction or industrial capital projects, including 2+ years leading a project quality program; ISO 9001 lead or internal auditor certification; ASQ CQA or CMQ-OE preferred;
Experience with owner-side quality programs in industrial, energy, infrastructure, or federal work;
Able to write quality requirements that contractors can actually execute, and to enforce them.

The plan you wrote sets the week: which supplier gets audited, which contractor hold points you witness, which corrective actions are due, and what goes into the monthly quality report to the owner. You spend as much time with the project manager on risk — a supplier with a weak quality system, a contractor whose records lag the work — as you do in the field.

Turnover is always in view. Every record accepted now is a record that will be searched at commissioning, so completeness today is the whole job.

Project Quality Manager II grows into Project Quality Manager III across programs, or into corporate quality management. Sponsored training includes ASQ certifications and the standards specific to your client base — NQA-1 for nuclear, API for energy, DOT QA for infrastructure.

Pay runs $110,000 to $140,000 depending on certifications held, verified experience, and the program you are assigned to. The rhythm follows the project's audit and milestone calendar more than the daily pour schedule: surveillance and audits are planned weeks ahead, and turnover pushes the pace at the end. Texas positions are dispatched from the Sugar Land headquarters; project-site positions elsewhere are staffed on a project basis with travel and per diem as assigned, and the listing for your city says which one it is.

Owner-side quality work is performed under the client's quality management system and our own documented AASHTO R18 quality system, with the independence that surveillance and audit require. Findings are reported as found; the record is not negotiated. You will spend real time on the difficult conversations — with contractors about rejected records, with suppliers about disqualification, and with project leadership about what accepting a nonconformance actually costs.

The role requires a valid driver's license and the ability to be present on active jobsites, with pre-employment screening consistent with jobsite and client requirements.
