Position: Construction Surveillance Technician (CST)

Position Overview

A defense and government contracting firm is seeking Construction Surveillance Technicians (CSTs) to monitor, document, and secure construction and renovation activities at sensitive government and Intelligence Community facilities. CSTs serve as the last line of defense against insider threats and espionage during facility construction, maintaining continuous oversight of contractor personnel working in or near restricted and classified areas. This position supports overseas Department of Defense construction projects and requires an active TS/SCI clearance and current CST certification.

Key Responsibilities
  • Provide continuous visual surveillance of construction contractor personnel working within or adjacent to sensitive, restricted, or classified government spaces
  • Escort and monitor contractor workers at all times to prevent unauthorized access to classified areas, equipment, systems, or information
  • Maintain detailed daily logs documenting contractor activities, personnel counts, tool inspections, and any security incidents or policy violations
  • Identify security risks, assess potential vulnerabilities, and recommend corrective actions to government site managers and facility security officers
  • Conduct thorough inspections of contractor tools, equipment, and materials entering and exiting controlled work areas
  • Prepare accurate written reports and maintain comprehensive security documentation in compliance with IC, DoD, and customer‑specific standards
  • Coordinate closely with government personnel, construction teams, and facility security officers to enforce access control and site security policies
  • Support site security briefings, contractor badging processes, and SCIF construction compliance requirements as directed
  • Work weekends, holidays, and extended hours up to 60 hours per week when mission requirements dictate
Requirements
  • U.S. Citizenship required — non‑negotiable due to the sensitivity of customer and program requirements
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required
  • Current Construction Surveillance Technician (CST) certification required
  • High school diploma or GED required
  • Minimum 3 years of experience in construction security surveillance, Technical Surveillance Countermeasures (TSCM), industrial security, construction quality assurance, or hands‑on construction supervision
  • Minimum 2 years of experience supporting overseas Department of Defense construction projects
  • Comprehensive knowledge of construction surveillance procedures and secure facility construction requirements
  • Strong understanding of Intelligence Community and DoD physical security standards
  • Excellent observation, analytical, and problem‑solving skills with demonstrated ability to identify security risks and recommend corrective actions
  • Strong written and verbal communication skills; ability to prepare accurate reports and maintain detailed security documentation
  • Ability to work independently while maintaining close coordination with government personnel and construction teams
  • Professional judgment, integrity, and discretion while operating in classified environments
  • Strong organizational skills with exceptional attention to detail in fast‑paced, mission‑critical construction environments
Preferred Qualifications
  • 5+ years of overall construction experience
  • Successful completion of the U.S. Department of State Construction Surveillance Technician Course (SE631)
  • Completion of U.S. Army Corps of Engineers Construction Training
  • Site Security Manager (SSM) certification
  • ICD 705 certification or extensive experience supporting ICD 705‑compliant facility construction
  • Experience supporting Intelligence Community or Special Access Program (SAP) construction projects
  • Knowledge of SCIF construction standards, physical security requirements, and TEMPEST/TSCM principles
  • Prior military security, counterintelligence, or intelligence community background
