Job Summary:
The Assistant Finance Director assists the Finance Director/City Treasurer in the administration and oversight of the City's financial operations, including accounting, budgeting, financial reporting, payroll, accounts payable, cash management, and compliance with applicable federal, state, and local regulations. This position supports the safeguarding of City assets, assists with financial planning and reporting, and serves as acting Finance Director in their absence.
Essential Job Functions
An employee in this position may perform any or all of the following duties:
* The following represents the majority of duties performed by the position but are not meant to be all-inclusive nor prevent other duties from being assigned when necessary.
* Assists the Finance Director in supervising and coordinating the operations of the Finance Department to ensure the proper accounting and safeguarding of City assets.
* Assists in the development, implementation, and modification of departmental policies and procedures to improve operational efficiency and maintain compliance with governmental accounting standards.
* Supervises finance department staff as assigned, including accounting, accounts payable, payroll, utility billing, and other finance-related personnel.
* Assists in the preparation and administration of the annual operating and capital budgets, including compiling departmental budget requests and monitoring expenditures.
* Prepares analyses and reports of activities, costs, operations, and forecast data to evaluate financial performance and progress toward departmental and City goals.
* Reviews financial transactions, journal entries, reconciliations, and reports for accuracy and compliance with applicable accounting standards and City policies.
* Assists in the preparation of monthly, quarterly, and annual financial statements and reports for City management, City Council, and external agencies.
* Assists with the maintenance and oversight of the City's accounting systems and financial software.
* Participates in the annual audit process by preparing schedules, reports, and supporting documentation and serving as liaison to external auditors as directed.
* Assists with cash management activities, including bank reconciliations, monitoring cash flow, maintaining banking relationships, and monitoring City investments.
* Provides accounting for the City's capitalized assets, including calculating and recording depreciation.
* Monitors the deposit of tax collections, maintains records of deposits, and audits tax deposit balances.
* Oversees or assists with payroll processing and related reporting to ensure timely and accurate employee compensation.
* Assists with grant accounting and reimbursement requests for grant-funded projects.
* Prepares or assists with required financial reports, including reports submitted to state and county agencies.
* Assists with the implementation and monitoring of internal controls and financial best practices.
* Maintains insurance coverage and records for City vehicles and property.
* Responds to inquiries from City staff, citizens, auditors, media representatives, and other agencies regarding financial information and records.
* Performs the duties of the Finance Director/City Treasurer in their absence, as assigned.
Knowledge, Skills, and Abilities
An employee in this class must have the following knowledge, skills, and abilities upon application:
Ability to work effectively with Windows-based software, including Excel and Word.
Ability to analyze financial data and prepare accurate financial reports.
Ability to establish and maintain effective working relationships with employees, department heads, auditors, elected officials, and the public.
Ability to effectively supervise and train staff.
Ability to communicate clearly and effectively, both orally and in writing.
