Basic PurposeIncumbents in these positions are experienced professionals within their area of expertise and are assigned responsibilities directing, overseeing, and managing a specific department, division, or similar business unit within an agency, board or commission for the State of Oklahoma. This position provides the leadership and vision necessary to ensure proper operational controls, business and fiscal processes, administrative and reporting procedures, and people systems are established for effective growth and operational efficiency and efficacy.
Incumbents in these positions ensure the services provided by their assigned department, division, or similar business unit comply with all federal and state laws, program guidelines, procedures, and processes, and other governing rules.
- Oversees day-to-day operations of assigned area of responsibility, such as administrative or operational services, informational technology, legal services, fiscal/financial services, and agency programs and services.
- Ensures the programs, services, operational policies, rules, and initiatives, for their department comply with all applicable federal and state laws, and program guidelines.
- Plans and directs the implementation of agency system-wide internal and external activities and processes for programs and internal business functions, such as fiscal/financial, legal, human resources, and contracts and purchasing services.
- Communicates effectively to internal and external partners and stakeholders, provide input at relevant intra-agency, interagency and external stakeholder meetings.
- Establishes and maintains effective work relationships both within the agency and with all external partners for the purpose of accomplishing the goals and objectives of the agency.
- Seeks innovative solutions in obtaining resources to achieve improvements in new or existing programs.
- Collaborates with other Chief Officers and senior-level executive staff of the organization to develop, implement, and maintain the short- and long-term goals and strategic plans to drive agency of agency programs and services, and achieve organizational objectives. This may include plans to accommodate the growth objectives of the agency, developing and implementing plans for the operational infrastructure of systems, processes, and personnel, performing threats and opportunities analysis, conducting an environmental scan, developing the Continuity of Operations Plan (Disaster Recovery Plan), or other business and statistical analysis on the agency’s continued operations.
- Represents the agency on/in boards, committees, meetings or conferences. Including presenting agency information regarding the agency or assigned business unit(s) to the governing board or commission of the agency or similar venue.
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.
This is the leadership level where incumbents serve as a Chief Officer of an agency, commission, or board that provides services or performs work that is large in size and scope. The incumbent will manage and supervise senior management and management level subordinates within the assigned department(s), division(s), or similar business unit(s). This level includes positions and incumbents with oversight of a fiscal/financial, legal, administrative, operational, and program management responsibilities.
Position is provided with technical and administrative freedom to plan, develop and organize all phases of the work necessary for its completion within broad program guidelines.
