Position: Dual Registered Children's Manager
Dual Registered Manager – Residential Childcare

Location:

Blackpool
Salary: £65,000 + £8,000 Bonus scheme

Job Purpose
To deliver the highest quality of care across two Children’s Homes in line with the organisation’s integrated therapeutic model. The post holder will ensure a therapeutic and nurturing environment that reflects the Company’s core values and promotes positive outcomes for young people.

The role is responsible for ensuring effective service delivery, supporting staff development, and maintaining compliance with the Quality Standards for Children’s Homes, achieving consistently ‘Good’ or ‘Outstanding’ Ofsted ratings.

Key Duties and Responsibilities

• Safeguard and promote the welfare of children and young people at all times.

• Promote a safe, structured and nurturing environment, addressing any unsafe practice or concerns immediately.

• Maintain high standards of childcare practice and adapt to meet the individual needs of young people.

• Ensure staff practice aligns with care and placement plans, incorporating the views and wishes of young people.

• Monitor, assess and record young people’s development and progress.

• Empower young people to participate in decisions about their lives and the running of the home.

• Implement, monitor and review systems, policies and practices within the homes.

• Oversee the day-to-day management of both homes, ensuring full compliance with Ofsted and regulatory standards.

• Ensure adherence to the Children’s Homes Quality Standards and company policies and procedures.

• Maintain appropriate staffing levels and manage duty allocation effectively.

• Lead staff induction, supervision, appraisal and facilitate regular team meetings.

• Identify training needs and support continuous professional development.

• Participate in safer recruitment processes including selection and appointment of staff.

• Ensure compliance with health and safety legislation within the homes.

• Develop and maintain strong professional partnerships with local authorities, external agencies, families and stakeholders.

• Work in line with the Statement of Purpose and contribute to the strategic development of the service.

• Promote equality, diversity and anti-discriminatory practice.

• Manage budgets and maintain financial oversight of both homes.

Other Responsibilities

• Undertake mandatory and service-specific training as required.

• Participate in on-call duties as rostered.

• Provide emergency shift cover when necessary to maintain safe staffing levels.

Essential Qualifications & Experience

• Minimum 4 years’ experience in a children’s residential setting.

• Minimum 2 years’ experience in a management role within children’s residential care.

• Level 3 Diploma (QCF) for the Children and Young People’s Workforce (or equivalent).

• Level 5 Diploma in Leadership for Health and Social Care Services (Children and Young People’s Residential Management) or equivalent.

Essential Skills & Knowledge

• Excellent interpersonal and leadership skills.

• Strong written and verbal communication skills.

• Ability to maintain accurate records in line with statutory and organisational requirements.

• ICT literate.

• Experience managing budgets and staff rotas.

• Effective time management skills.

• Sound understanding of the needs of Looked After Children.

• Knowledge of relevant legislation including:
o Children Act 1989
o Care Standards Act 2000
o Children’s Homes Regulations 2015

• Thorough understanding of safeguarding and child protection principles…
