Overview

LMI is seeking a skilled PPBE and Centralized Programming Consultant to support Army logistics resource management through planning, program analysis, financial management, resource integration, and executive decision support. Successfully demonstrate competency in project execution, client delivery, critical thinking, and relationship management while upholding the highest standard of ethical behavior.

This position is part of the team supporting the Army HQDA G-4 ELISS program, delivering innovative solutions that enable critical Army logistics and sustainment missions.

Responsibilities
  • Utilize data extracted from Army systems to conduct analysis and formulating displays of data. The Army sources include: cPROBE/cSUSTAIN, Congressional Budget Justification Documents, Business system review data, and APMS. Data analysis includes combining data from different systems, matching records and values using Microsoft Access and Excel, assessing funding profiles against historical funding profiles, current profiles and identifying RDTE and Procurement profiles that are not executable.
  • Perform work set verification analysis at various levels to ensure balance in cPROBE and alignment of resourcing consistent with program guidance.
  • Perform bill payer analysis to balance bills against bill payers across portfolios. This includes ensuring the justifications and impacts are sufficiently detailed to provide what is supported by the additional funding and the impact of the reductions in terms of procurement quantities, acceleration impacts, reduction impacts and impact on the operational force.
  • Supports the identification, justification, of verification of program requirements consistent with Command and Army priorities.
  • Perform analysis to identify deltas at the KEY5 or other appropriate levels in cPROBE. This includes assessing the audits for new positions and identifying unplanned decrements and increases not submitted in previous work sets and validation that work sets submitted were posted to PROBE.
  • Provide draft taskers based on G-8 tasking guidance for central programming and the FYDP Review for approval by G-8 government lead.
  • Perform data integrity checks and quality assurance/quality control reviews of draft and final PPBE-related data. This includes ensuring records are accurate and complete for fiscal code
  • Assist with quality control of central programming Co-Chair Reviews, and provide reports of analysis. The contractor shall attend all POM kickoff meetings, document decisions/guidance and track through the POM build process and provide independent analysis of issues to determine if issues is process or data related.
  • Applies working knowledge of data collection and analysis methods to prepare detailed financial information.
  • Facilitates communication and data collection efforts with program stakeholders at Commands and HQ organizations.
  • Rate and cost analysis to support organizational funding efforts.
  • Ability to train client on developed procedures.
Qualifications

Required:

  • Active DoD Secret clearance.
  • Bachelors' Degree in business or public administration, management, economics, math, science, engineering.
  • 10 years of experience and expertise in DoW or Army logistics, funding or system development duties or Master's degree with 5+ years of work experience.
