Assistant Town Accountant

The Town of Blackstone is seeking applicants for the position of Assistant Town Accountant. This is a full‑time, 33.5‑hour per week position offering a competitive salary and excellent benefits package. Salary: $50,000‑$63,500 annually, depending on qualifications, experience, education, and applicable certifications.

Position overview:

The Assistant Town Accountant reports directly to the Town Accountant and performs a variety of accounting and administrative functions in accordance with Massachusetts General Laws, Town bylaws, policies, and accepted municipal accounting practices. Primary responsibilities include, but are not limited to:

  • Preparing biweekly vendor and payroll warrants.
  • Preparing weekly and monthly financial reports for Town departments.
  • Performing monthly account reconciliations.
  • Preparing journal entries under the direction of the Town Accountant to reconcile and close monthly general ledger, revenue, and expenditure accounts.
  • Assisting with vendor maintenance and annual 1099 reporting.
  • Performing other related duties as assigned.

Minimum qualifications: Bachelor’s degree in accounting, finance, or a closely related field, and a minimum of three (3) years of related municipal accounting experience; or any equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities.

Definition

This position is responsible for the administrative and technical work in support of the Town Accountant’s management of day‑to‑day financial operations.

Essential Functions
  • Process warrants, check for lawful purchases, sales tax, budget validation, and vendor and account numbers.
  • Work with vendors on payment inquiries, address changes, 1099 requests, W9s, certificates of insurance, or check validation, and maintain vendor correspondence files.
  • Produce financial reports from the General Ledger system as requested.
  • Assist in proving monthly cash receipts and prepare reports for expenditures and revenues.
  • Check receipts schedules from Treasurer/Collector against monthly receipts reports to ensure accuracy.
  • File all receipts schedules, accounts payable and payroll vouchers; process, print, and distribute 1099s; reconcile payroll with holdings and time‑off accrual.
  • Maintain journal/ledger entries, posting Police detail hours and health insurance costs.
  • Provide requested account information to departments and assist them on financial matters relating to their accounts; assist in preparation of end‑of‑year reports and budget reports.
  • Assist in the preparation of mandated reports to the Town, State, and Federal Government.
  • Work with independent auditors on the annual financial audit of the Town.
  • Perform other related job duties as required.
Supervision Received

Under general direction, the employee plans and prioritizes work independently, in accordance with standard practices and previous training. The employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines, and priorities. Technical and policy problems or changes in procedures are discussed with the supervisor.
