Position: ASSOCIATE CHIEF MEDICAL OFFICER OF LOGISTICS AND ADMINISTRATION

Job Summary

The Associate Chief Medical Officer of Logistics and Administration (ACMO) partners with the Chief Medical Officer (CMO) and Executive Leadership to advance organizational goals related to workforce, transformation, growth, and fiscal resilience. The ACMO drives strategic initiatives and provides oversight of day-to-day clinical operations, including throughput, resource utilization, transition of care, and productivity across all Cook County Health (CCH) care settings.

General

Administrative Responsibilities

Collective Bargaining

  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
  • Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

  • Document, recommend and effectuate discipline at all levels
  • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
  • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

  • Direct and effectuate CCH management policies and practices
  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

  • Contribute to the management of CCH staff and CCH systemic development and success
  • Discuss and develop CCH system policies and procedures
  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary: hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • Work with Labor Relations to discern past practice when necessary
Typical Duties
  • Leads hospital-wide policy development, reviews processes and compliance oversight to support consistent and compliant operations for John H. Stroger, Jr. and Provident Hospital including throughput and transitions of care.
  • Attends and participates in the CCH Policy Committee.
  • Monitors and coordinates all medical activities of the hospitals including development, implementation and communication of and compliance with operational policies, procedures and programs affecting the medical staff and the delivery of patient care.
  • Ensures appropriate medical staffing to support safe, accessible patient care and adequate trainee supervision.
  • Assists the Chief Medical Officer (CMO) with budgeting, contract management, and financial oversight.
  • In the absence of the CMO, serves as the liaison to department chairs on matters related to workforce management, budget/finance, and operations.
  • Assists the CMO with preparation of regular performance and/or status reports as required to the CCH Board, Medical Staff Committee(s) and CCH leadership.
  • Oversees and ensures provider compliance with Cook County Health (CCH) requirements, including but not limited to dual employment rules, ethics reporting, mandatory annual education, immunization standards and vendor relationship policies, etc.
  • Serves as a liaison to nursing and ancillary services relating to operational workflows and support.
  • Assists with Human Resources functions in support in support of the CMO.
  • Travels to both John H. Stroger, Jr., Hospital and Provident Hospital.
  • Maintains an active clinical load of a minimum of 40%25 at the discretion of the CMO.
  • Performs other related duties as assigned.
Reporting Relationship

Reports to the Chief Medical Officer

Minimum Qualifications

Doctor of Medicine (M.D.) or Doctor of Osteopathy Medicine (D.O.) degree or foreign equivalent

Licensed as a physician in the State of Illinois prior to starting employment

Must be cleared for privileges by Medical Staff Services by start of employment

Board eligibility or certification in his/her respective medical specialty

Three (3) of clinical leadership and administrative leadership experience

Experience in regulatory compliance, performance improvement methodologies, i.e., Lean, Six Sigma

Proven record of clinical service excellence and substantial administrative leadership experience

Active Basic Life Support (BLS) certification prior to starting employment

Based on specialty:
Active Advanced Cardiovascular Life Support and/or Active Pediatric Advanced Life Support (PALS) certification prior to starting employment
