Overview
The Assistant Information Technology (IT) Director’s primary responsibility is to oversee the operation of the IT department to ensure it aligns with the business objectives of the City. Oversees the development and implementation of technology initiatives within the City, identifies technology reaching end-of-life and oversees the retirement of those solutions efficiently.
The Assistant IT Director plans, coordinates, directs, and designs all operational activities of the IT Department. Provides support to the IT Director on the direction and support for IT solutions that enhance mission-critical business operations.
Works closely with decision-makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. The Assistant IT Director is involved in attracting, hiring, and retaining top talent to maintain City’s systems effectively.

Strategy & Planning
- Assist the IT Director in operational and strategic planning for technology solutions, including business requirements, project planning, and organizing and negotiating allocation of resources for both the Information Technology department and other City departments and supported agencies.
- Co-create and execute a multi-year technology roadmap that aligns with City priorities, budget cycles, and department needs.
- Translate strategy into measurable objectives (KPIs/OKRs), publish performance dashboards, and drive accountability.
- Help define Service Level Agreements (SLAs) to establish problem resolution expectations and time frames when working with both internal and external customers.
- Champion digital transformation that enhances resident services employee productivity, accessibility, and equity.
- Lead IT governance practices (policy, standards, portfolio & change management) to ensure consistency, security, and compliance.
- Oversee the cybersecurity program in partnership with the IT Director: threat management, incident response, business continuity, and disaster recovery testing.
- Ensure compliance with applicable laws, regulations, and City policies; manage technology risk and privacy.
- Works with IT Management and business partners to promote early and effective engagement with the IT Department, ensuring new initiatives integrate with existing systems, processes, and infrastructure.
- Develop business cases and cost/benefit analyses; manage department budgets aligned to strategic goals.
- Lead procurement (RFPs/RFQs), contract negotiations, and vendor performance and risk management.
- Maintain productive relationships with vendors, outsource rs, and consultants.
- Assists with planning and deployment of departmental decisions that have been reviewed and approved by the IT Management team.
- Benchmarks, analyzes, reports on, and makes recommendations for the improvement of the IT infrastructure and IT systems.
- Defines, communicates, tracks, and monitors project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users.
- Develops and reviews budgets for the IT department and ensures they comply with stated goals, guidelines, and objectives.
- Advance data governance, analytics, and reporting to inform decision-making; promote open data where appropriate.
- Analyzes the business requirements of all departments to determine their technology needs.
- Identify opportunities to responsibly leverage automation and AI to improve services and efficiency.
- Develops business case justifications and cost/benefit analyses for IT spending and initiatives.
- Develops and implements IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provisioning.
- Ensure reliability and 24×7 availability of critical systems; participate in on-call rotation as needed.
