Manages day-to-day operations and maintenance of City facilities and parking assets, supporting the Facility Manager in the planning, coordination, and oversight of municipal buildings and properties. Oversees maintenance activities, service contracts, and construction projects; administers facility management databases and building automation systems; and ensures facilities are operated safely, efficiently, and in compliance with applicable standards.

Responsibilities include scheduling personnel and resources, maintaining accurate records, training and evaluating maintenance staff, and ensuring safe work practices and proper equipment use. This list may not include all tasks and/or knowledge which may be expected of the employee, nor does it cover all specific duties which may be required. Other duties may be assigned.

Responsibilities
  • Conducts interior and exterior inspections at City owned or managed buildings and facilities including inspections of roofs, stairs, windows, exterior finishes, electrical systems, elevator equipment, mechanical systems on roofs, mechanical systems in buildings, water pumps, boilers, access control devices and equipment and all ancillary equipment necessary to maintain the operation of the building system.
  • Assists in establishing maintenance schedules for all City buildings and facilities including mechanical systems, building systems, roof systems, etc.
  • Assists with the development of the annual operations budget and approves budgeted expenditures within established limits for maintenance of all municipal buildings.
  • Assists in planning, development, and implementation of all remodeling, alteration and new construction projects of City/Municipal buildings in accordance with codes and standards.
  • Assists in coordinating the maintenance and operation of City buildings, grounds and properties, establishing guidelines and standards to maintain City buildings.
  • Catalogs equipment and facilities and prepare analyses of facility life cycle costs. Recommend methods and materials needed to maintain City buildings and facilities.
  • Responds to emergency situations involving City buildings and facilities and takes the necessary action to alleviate the emergency in a safe and efficient manner.
  • Manages outside contractors and vendors performing custodial, maintenance, repairs and other construction work on City buildings and facilities.
  • Manages maintenance personnel in accordance with collective bargaining agreements. Establishes work schedules and ensures completion of assigned tasks with the minimum expenditure of resources. Verifies that safe work procedures are employed.
  • In collaboration with the Facility Manager and Human Resources, participates in the selection of direct report(s) and in disciplinary procedures.
General Skill Levels Knowledge Of
  • Thorough understanding of mechanical, electrical, plumbing and structural building systems and how they interact with each other.
  • Standards and specifications used in commercial buildings.
  • Routine maintenance needs, planning and scheduling.
  • Research for, and preparation of, relevant bid specifications.
  • Principals of supervision, training, performance evaluation, coaching and mentoring employees.
  • Workplace safety procedures and practices.

  • Financial reports including those tracking expenditures and budgets.

  • Identifying facility maintenance, mechanical, structural defects in parking garages and lots or other equipment and improvement needs
