Overview

Do you believe recovery happens in communities, not just programs? Chestnut Health Systems is seeking a Community Health Specialist - Recovery to help expand recovery‑oriented services and strengthen communities throughout Logan and Mason Counties. This position combines community outreach, program development, grant management, advocacy, and leadership to create meaningful opportunities for individuals and families affected by mental health and substance use challenges.

In this role, you will collaborate with community partners, lead recovery‑focused initiatives, develop innovative programs, secure funding opportunities, and help shape systems that promote wellness, resilience, and long‑term recovery. Responsibilities

Develop, coordinate, implement, and evaluate recovery support programs, community trainings, events, and evidence‑based initiatives. Lead community groups and coalitions by facilitating meetings, recruiting participants, fostering engagement, and maintaining ongoing communication.

  • Conduct community outreach and build strong partnerships with stakeholders, organizations, and community leaders.
  • Develop, administer, and monitor grant budgets while ensuring compliance with funding requirements.
  • Conduct needs assessments, analyze findings, and use data to guide program planning and improvement.
  • Design, implement, and evaluate educational campaigns, media initiatives, and community awareness efforts.
  • Identify funding opportunities and coordinate the development of grant and contract applications.
  • Prepare and submit program reports, grant reports, and outcome data accurately and on schedule.
  • Mentor, train, and support staff, interns, and community partners while serving as a resource and leader.
  • Participate in local, state, and national advocacy efforts to advance recovery‑oriented systems of care.
  • Collaborate across departments and programs to strengthen integrated service delivery and community impact.
  • Promote recovery‑oriented and trauma‑informed care principles.
  • Uphold Chestnut's culture of customer service excellence and maintain confidentiality.
  • Perform other duties as assigned.
Qualifications

Bachelor’s degree with five (5) years of relevant experience, or a Master’s degree with two (2) years of relevant experience. Alternatively, may qualify with one of the following active certifications:
Certified Peer Specialist (CPS),
Certified Recovery Support Specialist (CRSS),
Certified Peer Recovery Specialist (CPRS),
Certified Alcohol and Other Drug Counselor (CADC) and ten (10) years of lived experience or professional experience in mental health, substance use, or related social services.

  • Knowledge of recovery principles, program development, community capacity building, and evaluation methods.
  • Experience in grant writing and budgeting preferred.
  • Demonstrated leadership ability and experience managing large projects and community collaborations.
  • Advanced proficiency in Microsoft Office (Word, Excel, Outlook), video conferencing platforms, and online reporting systems.
  • Ability to travel to site plan locations; must have a valid driver’s license, automobile insurance, and an insurable driving record.
  • Must have a home internet connection.
  • Must be able to obtain DCFS CANTS Child Abuse Clearance.
Compensation

The anticipated starting salary range for this position is $44,400 to $50,575 annually, depending on experience, qualifications, education, internal equity, and local market conditions.
