Position Overview
This highly skilled level position involves the construction, remodel, and maintenance of city facilities, parks, structures, and equipment on a varying assignment basis. The role includes independent execution of semi‑skilled and highly skilled tasks, as well as supervision of crews on some assignments.
Work is carried out under the general supervision of a supervisor and may be reviewed during and after completion to ensure compliance with standards and instructions. Work reports are prepared and results are evaluated for effectiveness.
Responsibilities- Perform carpentry, plumbing, electrical, painting, HVAC, mechanical, and welding repairs on city facilities, parks, structures and equipment; supervise one or more persons on the job.
- Drive a truck for transporting workers, materials and machines.
- Analyze assignments or problems; plan methods, materials and tools needed for construction; repair, maintain, or resolve the assignment or problem.
- Prepare specifications, cost estimates, work write‑ups, and manpower usage.
- Operate special equipment, machinery and a variety of power and hand tools.
- Establish and maintain a maintenance schedule and records for facilities, structures and machinery; monitor performance on an established schedule and take corrective action as needed.
- Perform snow plowing and ice removal for City buildings and facilities in a safe and efficient manner.
- Perform related work as required.
Knowledge of:
- Carpentry, plumbing, electrical, HVAC, building system controls and general maintenance materials, methods, tools, equipment and procedures.
- Occupational hazards involved and the safety precautions necessary when performing assigned work.
- Computer software systems (including building HVAC and system controls) and ability to enter, retrieve and compile data.
- Specialized tools and equipment used in carpentry, plumbing, electrical, general construction and HVAC maintenance and repairs.
Skill in:
- Planning, organizing and directing staff or contractors within the responsibilities of this position.
- Using tact, discretion, initiative, and independent judgment within established guidelines.
- Proper use and care of general and specialized tools and equipment used in carpentry, plumbing, electrical, general construction and HVAC maintenance and repairs.
- Operation of trucks, plows, snow thrower, scissor lift, JLG and other equipment.
Ability to:
- Perform work independently or in a group under limited supervision.
- Plan, organize and direct a work crew within the responsibilities of this position.
- Ensure proper on‑the‑job safety procedures and equipment are consistently used.
- Read and understand technical information and apply guidelines and regulations to operational situations.
- Read blueprints.
- Communicate clearly, courteously, and professionally with the public and all City employees, even in difficult or stressful situations.
- Weld materials using both gas and electrical units.
- Follow general oral and written instructions.
- Work evenings, nights and weekends as required and respond to emergency situations and snow operations.
- Receive work assignments through verbal, written, text or electronic means.
- Safely operate tools and equipment used in carpentry, plumbing, electrical repair, general construction, HVAC and general maintenance with a minimum of supervision.
- Operate assigned equipment independently and safely with a minimum of supervision.
- Maintain work records and logs.
- Perform work in positions classified above and below this position as required.
- Meet the qualification to perform contractor work under the City building code.
Graduation from standard high school or a vocational/technical school with extensive experience in construction, electrical, HVAC, mechanical and plumbing. Depending on the focus of the position, the employee must possess the following:
- Electrical Focus: At least four years of experience as a full‑time Electrician or Electrician Helper installing and altering electrical wiring and apparatus for a licensed electrical contractor or the City; at least two of those years must be just prior to application; candidates must be 18 years of age.
