The Benefits Manager is part of the Benefits and Compensation team and oversees health, retirement, wellness, and leave programs. The role leads the benefit orientation piece and annual open enrollment, serves as the primary resource for complex employee questions, manages systems and vendors, and ensures programs are administered accurately. The position collaborates with other HR functional areas and supports Total Rewards initiatives, including classification and compensation.

Responsibilities- Primary
- Serve as the primary point of contact for employee benefits and leave questions.
- Lead annual benefits open enrollment, including planning and communication through implementation.
- Manage benefits vendors, including issue resolution, service delivery, and contract compliance.
- Ensure benefits and leave programs are administered in accordance with applicable laws and regulations.
- Oversee benefits administration through reporting, audits, and system accuracy.

- Provide benefits guidance during onboarding in coordination with Talent and Employee Relations.
- Design and deliver employee education related to benefits access, leave processes, and system use.
- Administer premium payments for employees on unpaid leave.
- Process and reconcile benefits invoices and support financial tracking.
- Support Total Rewards initiatives, including position classification and compensation-related projects.
- Bachelor's degree in Human Resources or a related field or equivalent knowledge, skills, and abilities to perform the essential duties of the position.
- Three years of related experience, required.
- Preferred experience in employee benefits administration or the insurance industry and familiarity with HRIS and payroll systems.
- SHRM-CP or equivalent certification preferred.
- Knowledge of ACA, HIPAA, COBRA, ERISA, Section 125, FSA/HSA, ADA, FMLA, and 457(b) compliance.
- Ability to interpret and apply complex regulations to policies and procedures. Strong organizational skills.
- Ability to utilize Microsoft Word, PowerPoint, and Excel required; advanced Excel skills preferred.
Incumbent performs duties in a modern office environment with no unusual physical demands.
Personal Work RelationshipsIncumbent maintains frequent contact with City employees and benefit vendors.
